On February 24, the Office of the Party Central Committee issued Official Dispatch No. 539-CV/VPTW on the Conclusion of the Secretariat on the organization of Binh Ngo Tet 2026.
The official dispatch stated at the meeting on February 24, considering the Report of the Central Party Office (No. 28-BC/VPTW, dated February 23) on some key situations in implementing Directive No. 55-CT/TW, dated December 22, 2025 of the Secretariat on organizing Binh Ngo Tet in 2026, the Secretariat concluded as follows:
Praising the spirit of responsibility of Party committees at all levels, authorities, the Fatherland Front and socio-political organizations, cadres, civil servants, public employees, and armed forces for strictly implementing the direction of the Secretariat, ensuring that the People celebrate Tet happily, warmly, affectionately, and safely. The whole country celebrates Tet and enjoys Spring with the spirit of "eating Tet neatly, working early, getting to work immediately.
Organizing thoughtfully the Binh Ngo Tet activities in 2026 is a favorable start, creating a new atmosphere and new success for a new year of the country.
The Secretariat requests Party committees, authorities, agencies, and units at all levels to focus on effectively implementing a number of key tasks:
1. The entire political system urgently returns to normal operation immediately after the Tet holiday, tightens discipline, administrative order, public service discipline, organizes serious work, absolutely does not allow prolonged spring trips to affect tasks; overcomes the mentality "January is a month of fun".
Heads of agencies, units, and localities set an example, match words with deeds, create a spirit of urgent and responsible work right from the beginning of the year and take direct responsibility if there is a situation of stagnation or slow work resolution.
2. Complete the supplementation of the Action Program, plans of Party committees at all levels to implement the Resolution of the 14th Party Congress, strategic resolutions of the Politburo, resolutions of Party committees at all levels; complete the institutionalization of key, core, and new contents in the Document of the 14th Party Congress in the first quarter of 2026.
3. Urgently prepare the content to submit to the 2nd Central Conference in March. Party advisory agencies should soon report to the Politburo for comments to complete and submit to the Central Conference.
4. Focus on successfully organizing the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term and prepare to organize the first session of the 16th National Assembly.
Urgently complete dossiers and draft laws in the 2026 Law Development Program to ensure quality and progress, especially the content submitted to the 1st Session, 16th National Assembly.
5. The Government Party Committee directs to accelerate the implementation of socio-economic targets; maintain macroeconomic stability, control inflation, ensure major balances of the economy, focus on removing difficulties in production and business, promote public investment, unlock growth drivers, firmly grasp the situation of the labor market and employment; strive for growth to reach and exceed targets right from the first months and first quarters of 2026 to achieve the GDP growth target of 10% or more.
Localities should soon complete the overall development planning; ministries and sectors should develop regulations and criteria on quality, standards, and technology, focusing on economic accounting in each project, ensuring the effective use of public investment capital.
6. Innovate and improve the effectiveness of propaganda and mobilization of the masses, create consensus on the Party's new policies and maintain the enthusiastic and trusting atmosphere among the people, determined to successfully implement the goals and tasks of 2026.
