Accordingly, the Ministry of Home Affairs provides orientations for the arrangement of cadres, civil servants and public employees for each specific position.

For the heads of agencies, organizations and units, based on practical conditions and standards, staff capacity, the collective leadership of ministries, branches and localities decides to select heads who meet the requirements of the tasks of the new agencies, organizations and units after the arrangement.

Notably, the selected personnel can be inside or outside the agencies, organizations, and units that are merging or consolidating into that new unit.

In case the head of the agency, organization or unit implementing the arrangement does not continue to be the head, he/she will be arranged and assigned to an adjacent lower position and will enjoy policies according to the Government's regulations on organizational arrangement.

The Ministry of Home Affairs also clearly stated the principles for developing plans for the arrangement and assignment of cadres and civil servants when implementing the arrangement of the administrative apparatus.

In particular, the heads of Party committees, agencies, organizations and localities must be responsible for arranging and assigning cadres within their management scope, ensuring the set goals according to the requirements of the Central Government.

The arrangement and assignment of cadres must be carried out seriously, carefully, scientifically and strictly; ensuring democracy, publicity, transparency, principles and specific criteria, suitable to the practical situation of the cadre team and the task requirements of each ministry, branch and locality.

In particular, the plan must pay attention to the arrangement and use of cadres with outstanding capacity, responsibility, dedication to work, meeting the requirements of tasks in the new situation; linking the arrangement and assignment of personnel with streamlining the payroll and restructuring the staff of each agency, organization and unit.

In addition, it is necessary to review and evaluate the quality of the staff based on the requirements of the job position at the new agency, organization or unit to carry out the arrangement and assignment of personnel, streamlining the payroll and restructuring the team.

The selection, arrangement and assignment of leaders and managers must be based on their capacity, strengths, reputation, work experience and specific work product results in accordance with the functions and tasks of the new organization, especially for the head.

At the same time, it is necessary to ensure the title standards according to the Party's regulations and the law, associated with the Party Committee's structure and planning to well prepare for the personnel work of Party Congresses at all levels towards the 14th National Congress of the Party.
