Funding sources for implementing pension and allowance increases of 8% from July 1

The funding for implementing the 8% pension increase and allowances from July 1 is guaranteed by the state budget and the social insurance fund according to each group of subjects.

The Government has issued Decree No. 162/2026/ND-CP on adjusting pensions, social insurance (SI) allowances and monthly allowances.

Accordingly, from July 1, adjusting to increase by an additional 8% on the pension level, social insurance allowance and monthly allowance of June.

After increasing by 8%, the group receiving pensions, social insurance allowances, and monthly allowances before January 1, 1995 with a benefit level lower than 3.8 million VND/month will continue to be adjusted in 2 directions.

First, increase by 300,000 VND/person/month for those with a benefit level equal to or lower than 3.5 million VND/person/month.

Second, increase to 3.8 million VND/person/month for those with a benefit level higher than 3.5 million VND/person/month but lower than 3.8 million VND/person/month.

The level of pension, social insurance allowance, and monthly allowance after the above adjustment is the basis for calculating the adjustment of pensions, social insurance allowances, and monthly allowances in subsequent adjustments.

The Decree also clearly states the source of funding for adjusting pensions, social insurance allowances and monthly allowances applicable to the prescribed subjects.

State budget guarantees for the following subjects: People enjoying social insurance benefits before January 1, 1995; enjoying monthly allowances according to Decision No. 91/2000/QD-TTg, Decision No. 613/QD-TTg and subjects specified in points d, đ, e and g, clause 1, Article 1 of this Decree; people enjoying pensions according to Decree No. 159/2006/ND-CP on the implementation of pension regimes for soldiers directly participating in the resistance war against the US for national salvation from April 30, 1975 onwards who have served in the army for 20 years or more and have been demobilized, discharged from the army, Decree No. 11/2011/ND-CP amending and supplementing a number of articles of Decree No. 159/2006/ND-CP, Decree No. 23/2012/ND-CP stipulating a number of regimes for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have served in the army or police for 20 years or more

The Social Insurance Fund ensures for subjects enjoying social insurance benefits from January 1, 1995 onwards, including subjects currently receiving pensions and monthly allowances according to: Decree No. 33/2023/ND-CP, Decree No. 34/2019/ND-CP, Decree No. 92/2009/ND-CP, Decree No. 121/2003/ND-CP, Decree No. 09/1998/ND-CP and subjects specified in point i, clause 1, Article 1 of this Decree.
