On December 17, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the 4th meeting of the Central Steering Committee on Housing and Real Estate Market Policy (Steering Committee) to evaluate the results of the implementation of the task of managing the real estate market and developing social housing in 2025; tasks and solutions for 2026 and the coming time.
Concluding the meeting, the Prime Minister stated that in 2025 alone, the whole country will exceed the target of 100,000 social housing units. With this momentum, the 1 million social housing project will be completed by the end of 2028 at the latest.
Along with that, the real estate market has had many positive changes, many real estate projects have had their legal difficulties and problems resolved, and continue to be implemented to facilitate the unblocking of resources and create new supply for the market.
In the coming time, the Prime Minister requested the urgent construction of a database on the real estate market, commercial housing, social housing, temporary houses, and dilapidated houses nationwide, to be completed in the first quarter of 2026.
Continue to review and perfect institutions, including flexible regulations to increase access to housing for people, with forms of purchase, lease, and lease-purchase; develop a healthy and stable real estate market, associated with healthy and stable development of real estate-related industries such as raw materials.
The head of the Government pointed out that it is necessary to operate the capital market healthily, in the right direction for real estate, ensuring harmony and balance; promoting preferential credit packages for social housing and housing for people under 35 years old.

In the spirit of "harmonious benefits, shared risks", the Prime Minister also requested solutions to control real estate prices, including control right from the input price of real estate.
Review, clarify the causes and remove difficulties and obstacles, resolve real estate inventories; promote digital transformation to develop the real estate market transparently and healthily; urgently establish a real estate and land use rights trading center; develop industrial real estate.
Emphasizing that "The Party directs, the State must create, pioneering enterprises, public-private partners accompany, the country develops, the people are happy", the Prime Minister requested localities to continue to improve planning, allocate land funds for social housing; reform administrative procedures, and cut 50% of administrative procedures related to social housing.
Urgently establish a Steering Committee on housing policies and the real estate market; review the subjects of buying and renting social housing to ensure transparency, the right subjects, and prevent negativity.
The Prime Minister called on businesses, especially large enterprises, to take on the task of developing social housing in the spirit of "harmonious benefits, shared risks".
Assessing real estate as a very sensitive field, the Prime Minister requested leaders of ministries, branches and localities to pay attention to leadership, direction, closely following reality, and reacting promptly, so that the real estate market can develop healthily, safely and sustainably; along with developing social housing to meet the needs and housing rights of the people.
