Official housing belonging to the assets of Party agencies and units is exploited

The Government issued a list of assets at Party agencies and units to be exploited, including official housing, dining halls, canteens, houses/parking lots.

This content is stipulated in Decree No. 52/2026/ND-CP on the management and use of assets at the Party Committee of the Communist Party of Vietnam. Among them, noteworthy are regulations on the exploitation of assets at Party agencies and units.

Decree No. 52/2026/ND-CP stipulates the list of assets at Party agencies and units to be exploited, including:

First, official housing.

Second, intellectual property rights, copyright of application software.

Third, the database.

Fourth, assets serving auxiliary activities, supporting the implementation of political tasks of Party agencies and units (eating halls, canteens; parking houses/parking lots; locations for installing automatic cash withdrawal machines, vending machines; locations for installing and building telecommunications works, electric vehicle charging stations; locations for installing LED screens, information and propaganda panels); assets serving auxiliary activities, directly supporting the performance of functions and tasks of public non-business units as prescribed in Decree No. 186/2025/ND-CP.

Fifth, storage warehouses, preservation warehouses, meeting rooms, common usable area belonging to working headquarters, non-business establishments; the area of agencies and units assigned to manage is higher than the standards and norms for using working headquarters and non-business establishments according to the Government's regulations on standards and norms for using working headquarters and non-business establishments.

Sixth, laboratories, experimental equipment and machinery, equipment, and other assets serving scientific research, technology development and innovation.

Seventh, assets that are historical and cultural relics, historical relics associated with land belonging to land for building working headquarters, professional activity facilities; tradition rooms of Party agencies and units.

Eighth, other assets are exploited according to relevant legal regulations.

The Decree stipulates the forms of exploitation, in which service prices are implemented according to State regulations (for services valued by the State according to the provisions of the law on prices) or by the head of the Party's agency or unit with assets to ensure sufficient cost compensation and reasonable accumulation (for services not valued by the State according to the provisions of the law on prices).

The selection of other organizations and individuals to exercise the right to exploit dining halls, canteens, houses/parking lots is carried out in the forms of contractor selection according to the provisions of the law on bidding or auction according to the provisions of the law on asset auction; the selection of contractors according to the provisions of the law on bidding or auction is decided by the head of the Party's agency or unit with assets.

In case the selection is carried out according to the provisions of the law on bidding, the selection of contractors to provide services to cadres, civil servants, and employees of Party agencies and units, business visitors, and subjects provided with business services by Party non-business units shall be carried out; organizations and individuals winning bids are entitled to exploit dining halls, canteens, and parking lots to provide services to serve the needs of cadres, civil servants, and employees of Party agencies and units, business visitors, and subjects provided with business services by Party non-business units.
