On December 3, Deputy Prime Minister Tran Hong Ha signed and issued Decision No. 45/2025/QD-TTg of the Prime Minister regulating the subjects of public housing rental in localities subject to provincial-level administrative unit (ADU) arrangement.
This Decision stipulates the subjects of public housing rental and the standards for public housing for cadres, civil servants and public employees in localities subject to provincial-level administrative unit arrangement.
According to regulations, the subjects renting public housing include: Subjects renting public housing under Point g, Clause 1, Article 45 of the 2023 Housing Law are cadres, civil servants, and public employees who have to move their jobs to new political and administrative centers in localities subject to provincial-level administrative unit arrangement.
The subjects specified above must be those who do not have a house of their own or have a house (including social housing) with the shortest distance by road traffic distance from their own house to the workplace (including: head office, branch or representative office of an agency or organization) of 10km or more in mountainous areas, remote areas, remote areas with difficult economic conditions, border areas, islands and from 30km or more in the remaining area.
Civil housing interior equipment is a maximum of 120 million VND.
Regarding the standards for area and equipment for civil housing interior, Decision No. 45/2025/QD-TTg stipulates that Department Heads, Deputy Heads of Departments under Departments and equivalents, civil servants and public employees in localities subject to provincial-level administrative unit arrangement are arranged for rent in one of two types of public housing, including:
Apartments with a usable area of 45m2 to less than 60m2 are designed with a closed space, with one or more different functional spaces such as: Guest room, bedrooms, dining room, kitchen, restroom, balcony or lottery;
Houses with a usable area of 48m2 to less than 60m2 are built in the style of 1-storey houses with many houses next to each other, each house has a closed auxiliary structure.
The maximum cost of interior equipment for public housing mentioned above is 120 million VND.
The Decision clearly states that the Ministry of Construction is responsible for guiding, inspecting and urging localities across the country to implement this Decision.
The People's Committees of provinces and centrally run cities are responsible for allocating capital from local budgets to invest in construction, renovation, repair, and purchase of civil housing furniture equipment according to regulations; directing the development, management, and arrangement of public housing rental, converting the function of surplus housing funds to public housing in the area in accordance with the provisions of the law on housing and in accordance with the actual conditions of the locality.
