After the official welcoming ceremony on the morning of April 28, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh held talks with Japanese Prime Minister Ishiba Shigeru.
According to the Ministry of Foreign Affairs, the two sides exchanged and achieved many common perceptions of major directions and measures to bring the bilateral relationship to new heights, entering a new era on the motto "sincere, affectionate, trust, substance, efficiency, mutual benefit" in 5 areas including political relations; economy, human resource connection; security - defense; science and technology, green transformation; cooperation at multilateral forums.
The two Prime Ministers agreed to continue strengthening political trust through maintaining annual visits and exposure every year; Promoting exchanges to soon perform a visit to Vietnam of the King and Queen of Japan, promote regular meetings between the two Prime Ministers, improve the effectiveness of cooperation and dialogue mechanisms; Strengthening national defense and security cooperation, including cooperation on defense technology, resolving the consequences of war, rescue, rescue, maintenance of UN peace, cybersecurity ... The two sides agreed to upgrade the strategic partnership mechanism of the Deputy Minister of Foreign Affairs to 2+2 levels of Foreign Ministers - Defense and organize the first meeting in 2025.
The two Prime Ministers agreed to deepen economic cooperation as a main pillar of the relationship, promote more substantial and sustainable economic linkages, thereby supporting each other in mutual development in the context of the current difficult international economic situation.
The two sides agreed to promote the revival of new-generation ODA cooperation for strategic infrastructure projects, enhancing substantial, effective and sustainable investment and trade cooperation.

The two sides agreed to promote high-tech agricultural cooperation in conjunction with ensuring the food supply chain, signing the Medium and Long-Term Vision on Agricultural Cooperation for the period 2025 - 2030 in 2025.
The two Prime Ministers agreed to identify cooperation in science and technology, innovation, and training of high-quality human resources as a new pillar of bilateral relations; agreed to promote cooperation in the fields of digital economic development, semiconductors, quantum, nuclear energy, IT, artificial intelligence, green transformation, and energy conversion;
Agree to improve the effectiveness of cooperation mechanisms and frameworks on science and technology through organizing the 5th meeting of the Joint Committee on Science and Technology in 2026 and studying the possibility of establishing a new cooperation mechanism on science and technology in the direction of public-private cooperation.
Prime Minister Pham Minh Chinh suggested that Japan continue to support Vietnam in training high-quality human resources, enhancing cooperation between research and training institutions, scientists and businesses of the two countries; increasing the provision of scholarships for overseas Vietnamese students and graduate students; supporting the community of 70 Vietnamese businesses and 5,000 IT engineers to actively participate in the information technology supply chain and the digital transformation process of Japan.

Prime Minister Ishiba affirmed that Japan will support joint research projects and doctoral training in the semiconductor industry in Vietnam through the Japan - ASEAN Science, Technology and Innovation Cooperation Project (NEXUS); announced that Japan wishes to implement 15 projects in the field of energy conversion worth more than 20 billion USD within the framework of the Asian Energy Transition Initiative (AETI), and the Asia Net zero Emissions Community (AZEC).
To facilitate the Vietnamese community in Japan, the two sides agreed to launch negotiations on the Vietnam - Japan Social Insurance Agreement in 2025 and promote the development of a Memorandum of Understanding on cooperation on a new labor program "working for skills development".
The two sides agreed to continue discussing the simplification of procedures and expanding the scope of issuing Japanese entry visas to Vietnamese citizens to aim for the goal of 2 million tourists visiting each other each year.
After the talks, Prime Minister Pham Minh Chinh and Prime Minister Ishiba Shigeru witnessed the exchange of cooperation documents between ministries and branches of the two countries, met with the press and announced the main results of the talks.
