Electronic cigarette users fined up to 5 million VND
For acts violating regulations on the use and storage of electronic cigarettes and heated tobacco, Decree No. 90/2026/ND-CP dated March 30, 2026 stipulates as follows:
1. A fine of between VND 3,000,000 and VND 5,000 shall be imposed for the act of using e-cigarettes and heated tobacco.
2. A fine of between VND 5,000 and VND 10,000 shall be imposed for the act of harboring others using e-cigarettes, heated tobacco at locations under their ownership or management, except in cases where the harborer is the grandparent, father, mother, child, grandchild, sibling, wife or husband of the violator.
The above regulation takes effect from May 15.
Not allowing family members to engage in income-generating activities for gender reasons is fined up to 10 million VND.
According to the provisions of Clause 1, Article 13 of Decree 125/2021/ND-CP amended in Article 5 of Decree 76/2026/ND-CP dated March 16, 2026, acts of obstructing or not allowing family members to perform income-generating activities or meet other needs of the family for gender reasons; unfair treatment between family members for gender reasons shall be fined from 5,000 VND to 10,000 VND.
Decree 76/2026/ND-CP takes effect from May 1, 2026.
Based on the maximum valuation of labor export services
The Ministry of Home Affairs issued Circular 04/2026/TT-BNV stipulating economic - technical characteristics for services to send workers to work abroad and brokerage services under brokerage contracts, effective from May 15, 2026.
Circular 04/2026/TT-BNV stipulates economic - technical characteristics for services subject to State maximum pricing according to Clause 2, Article 28 of Decree 85/2024/ND-CP, applicable to agencies, organizations, businesses and individuals involved in sending workers to work abroad.
In Article 2, the Circular has specified the economic and technical characteristics of each type of service through accompanying appendices. Appendix I stipulates the characteristics for services to send workers to work abroad according to each market such as Japan, Taiwan (China), Korea, Europe, America, Southeast Asia..., calculated per turn/1 worker/1 labor supply contract approved by the Ministry of Home Affairs.
This Circular is the basis for competent authorities to implement the maximum valuation of services for sending workers to work abroad and brokerage services in accordance with legal regulations on prices.
Using lifelong learning profile data on VnelD
Decree No. 88/2026/ND-CP dated March 28, 2026 of the Government clearly states that agencies and units in the national education system under their authority are responsible for preparing and building technology systems or using services from providers to serve the creation and reporting of lifelong learning records according to regulations.
Lifelong learning records data after being received and stored validly on the National Database on Education and Training will be shared, automatically integrated and linked on the national identification application VNelD. Individuals have the right to exploit lifelong learning records data of themselves that have been integrated on the national identification application for equivalent use for related paper documents.
Decree No. 88/2026/ND-CP takes effect from May 15.
