Continue to strictly implement Conclusion No. 192-KL/TW dated September 19, 2025 of the Politburo and the Secretariat on the implementation of laws related to decentralization, delegation of power, and decentralization of authority when operating local government at 2 levels.
Based on the review results of localities on the feasibility of legal documents on decentralization, delegation of power, and decentralization of authority, ministries and ministerial-level agencies promptly amend and supplement to ensure convenience for the organization of implementation and operation of the local government at 2 levels.
Strictly organize the implementation of the Law on Organization of Local Government in 2025, promptly issue guiding documents for implementation to ensure that the organizational structure of local government after arrangement operates smoothly, without interruption, and without legal loopholes.
Continue to implement policies to streamline staff, restructure and improve the quality of the contingent of cadres, civil servants, and public employees.
Strictly implement the regulations and conclusions of the Politburo on personnel management for the period 2022-2026, report to competent authorities on the results of personnel management implementation for the period 2022-2026 and propose personnel for the period 2026-2031 of ministries, branches, and localities.
The Ministry of Home Affairs continues to urge and inspect the review, arrangement, and placement of cadres, civil servants, and public employees to ensure the correct job positions that meet task requirements; propose adjustments in salaries and allowances for cadres, civil servants, public employees and armed forces after arranging the organizational structure and local government organization at 2 levels; develop and complete a Decree regulating civil servant job positions.
