Increase regional minimum wage
According to Decree 293/2025/ND-CP, from January 1, 2026, the minimum monthly salary of 4 regions is adjusted to increase compared to the current level as follows:
Region I: 5, 310,000 VND/month (an increase of 350,000 VND compared to 2025).
Region II: 4, 730,000 VND/month (up 320,000 VND).
Region III: 4. 140,000 VND/month (an increase of 280,000 VND).
Region IV: 3, 700,000 VND/month (an increase of 250,000 VND).
Teachers are ranked at the highest salary in the administrative and public service salary scale system
According to the 2025 Law on Teachers, from January 1, 2026, there will be highlights on teacher salaries as follows:
Teachers' salaries are ranked highest in the administrative and public service salary scale system;
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching specialized schools; teachers implementing inclusive education; teachers in some specialized industries and professions are entitled to higher salaries and allowances than teachers working in normal conditions.
Raising professional preferential allowances for teachers
Based on Clause 2, Article 2 of Resolution 248/2025/QH15, from January 1, 2026, professional preferential allowances will be implemented according to the roadmap prescribed by the Government for public preschool and general education institutions with levels: Minimum 70% for teachers; Minimum 30% for staff.
100% for teachers working in border areas, islands, ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions.
Increasing professional allowances for medical staff
Based on Article 3 of Resolution 261/2025/QH15 stipulating regimes and policies on salaries and allowances for medical staff from January 1, 2026 as follows:
Medical doctors, traditional medicine doctors, dentists, preventive medicine doctors, and pharmacists are ranked from level 2 when recruited for corresponding professional titles until there are new regulations on salaries.
People who regularly and directly practice medical expertise in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology are entitled to professional preferential allowances at 100%.
People who regularly and directly practice medical expertise at commune-level health stations and preventive health facilities are entitled to professional preferential allowances.
Salary regime for coaches and athletes
Decree 349/2025/ND-CP stipulates regimes and policies for members of sports teams participating in concentrated training and competition.
Accordingly, from February 15, coaches and athletes of national team and youth team; national team, youth team, industry and talent team, provinces and cities directly under the central government who are receiving salaries from the state budget are entitled to the full salary they are receiving (including salary level, salary allowances if any) paid by management agencies.
Salary regime for commune-level disaster prevention and control shock forces
Decree No. 53/2026/ND-CP amends and supplements Articles 33, 35 of Decree No. 66/2021/ND-CP in the direction of adjusting salaries and levels according to norms specified in Decree 16/2025/ND-CP dated February 4, 2025 amending and supplementing a number of articles of Decree No. 72/2020/ND-CP detailing a number of articles of the Law on Militia and Self-Defense Forces on organizing force building and regimes and policies for Militia and Self-Defense Forces.
Regarding the salary and wage regime for people participating in shock forces mobilized for training, coaching, drills and performing disaster prevention and control tasks, Decree No. 53/2026/ND-CP stipulates newly as follows: People who do not receive salaries from the state budget during the time they are mobilized to perform disaster prevention and control tasks, participate in training, coaching, drills are entitled to a working day allowance.
