Hanoi City and Tay Ninh Province propose that the Central Government soon issue new salary regimes and policies to maintain the position of capable cadres, civil servants and public employees.

Deputy Prime Minister Pham Thi Thanh Tra - Deputy Head of the Government Steering Committee on the implementation of the arrangement and reorganization of administrative units at all levels and building a model of organizing local governments at both levels, has just signed and issued Official Dispatch No. 174/CV-BCD requesting Ministers and Heads of ministerial-level agencies to focus on removing obstacles and difficulties in operating local governments at both levels.

According to the document, there are 355 tasks that need ministries and ministerial-level agencies to issue guiding documents. The Steering Committee requests ministries and ministerial-level agencies to urgently review and issue documents guiding the implementation, issue legal documents according to their authority or submit to competent authorities to issue legal documents.

The completion date is no later than December 25, 2025.

For 10 tasks that need to adjust the authority between the central and local governments or between levels of local governments, the Steering Committee requests the Ministries of Agriculture and Environment; Construction; Science and Technology to develop a plan to propose adjusting the authority, orienting the content of amendments and supplements to current Laws, Decrees and legal documents, and report to the Government Steering Committee before December 15, 2025 to agree on the implementation plan.

Regarding the removal of difficulties and obstacles arising in the operation of local government at both levels, ministries and ministerial-level agencies continue to coordinate with the Ministry of Justice and relevant agencies to promptly review the entire system of legal documents according to the sectors and fields under their charge to promptly issue new, amend and supplement, ensuring a thorough overcoming of overlapping and conflicts, not in accordance with the model of local government at both levels.

In particular, priority is given to the following areas: finance - budget; land and planning; administrative reform and digital transformation; development of science and technology; organization, cadres, policies; education and training.

Urgently study, resolve and process specific recommendations of agencies, units and localities according to Report No. 565-BC/BTCTW dated November 27, 2025 of the Central Organizing Committee, to be completed before December 15, 2025.

For the contents that cannot be resolved immediately, there must be an assignment plan, a specific timeline and full information to agencies, units and localities.

In the appendix accompanying Official Dispatch No. 174/CV-BCD, Hanoi City and Tay Ninh Province proposed that the Central Government soon issue new salary regimes and policies to contribute to motivating and holding positions of capable cadres, civil servants and public employees; current allowances for part-time workers at the commune level so that the locality can carry out procedures to only pay the policy regime when suspected of being employed according to regulations.

Similarly, Ha Tinh province also proposed to have appropriate mechanisms and policies to adjust salaries and allowances in the direction of approaching the workload and actual requirements at the commune level, ensuring life, creating motivation to improve work efficiency.

Can Tho City proposes to soon issue a Circular guiding salary arrangement for civil servants who have worked for social insurance.

The above contents were assigned by the Government Steering Committee to the Ministry of Home Affairs for receipt and handling.
