Localities implement cadre evaluation work using KPI, taking results and products as a measure.

Implementing 2-level local government, the requirements for the contingent of cadres and civil servants are increasingly high, especially in the context of a strong shift from "management" thinking to "management" and "service".

Quality assessment and classification (KPI) using software is not only an inevitable trend but also a scientific and transparent management tool, ensuring correct assessment of the capacity, responsibility and effectiveness of each individual's performance of official duties.

This is an important step to overcome qualitative assessment, to assess by specific results and products in cadre evaluation.

Phu Tho is the first province in the country to pilot KPI assessment for administrative agencies and civil servants using software. Deployed from April to June 2026 in 20 agencies and units (5 departments, 15 communes/wards), the rate of civil servants implementing the assessment reached 98.06%.

On average, 5,000 to 6,000 tasks are approved each month, the delay rate is reduced to only about 2%.

The province will dismiss, allow resignation, and replace cadres with limited capacity, low prestige, and not meeting task requirements through quarterly and annual cadre evaluations.

From July 1, Nghe An piloted a set of criteria and KPI software to evaluate cadres, civil servants, and public employees in some agencies and localities before considering widespread deployment.

The 2-month pilot is to check the appropriateness of the set of criteria and software in practice.

At the provincial level, participating units include the Provincial Party Committee's Organization Committee, Provincial Party Committee Office, Department of Home Affairs, Provincial Fatherland Front Committee, Department of Science and Technology. At the commune level, the pilot program is implemented in Thanh Vinh ward and Hung Nguyen, Hai Chau, Nam Can communes.

Cadres, civil servants, and public employees will be scored according to task groups such as socio-economic development, institutional reform, digital transformation, Party building, anti-corruption, ensuring social security and national defense and security.

The province also put into operation the software "System for evaluating leaders and managers" (https://kpi. nghean. gov. vn) for officials under the management of the Provincial Party Committee Standing Committee.

In Hanoi, the assessment is carried out periodically every month, as a basis for considering the level of task completion of each individual and collective. To date, the system has been deployed in 179 units, with more than 77,000 officials participating and nearly 240,000 jobs being created and monitored in the digital environment.

Gia Lai province also implements a continuous evaluation mechanism through output products and people's satisfaction; resolutely implements the policy of "having in, having out", "having up, having down", promptly replacing cadres with limited capacity, low prestige, not meeting task requirements, weaknesses, and evasion of responsibility.

At the same time, closely combine building a grassroots cadre team with mobilizing and rotating cadres and civil servants at the provincial level to strengthen at the grassroots level, in order to restructure and improve the quality of the grassroots cadre team, and build a strong grassroots cadre team in implementation.

From July 1st to September 30th, Ca Mau province also piloted software to monitor and evaluate civil servants based on work efficiency.

To serve the implementation, the province has developed a draft list of standard products and jobs and a list of converted products and jobs. These two drafts are being consulted for completion and submission to the Provincial People's Committee for consideration and decision; and at the same time advise the Provincial People's Committee to issue criteria for evaluating and classifying quality for administrative agencies and organizations.

The trial operation of the software is expected to gradually complete the evaluation tool in a public and transparent direction, linking task performance results with the capacity and contribution level of each official and civil servant; as a basis for deployment throughout the province by the end of 2026.
