Localities across the country are focusing on implementing the arrangement of villages and residential groups (TDP).
This arrangement is associated with standardizing the number, titles, regimes, and policies suitable for non-specialized workers in villages and residential groups.
In Hue City, along with the overall arrangement plan, the Department of Home Affairs advised the Hue City People's Committee to submit to the City People's Council for promulgation a resolution regulating the number, titles and regimes, policies for non-specialized workers and people participating in activities in villages and residential groups in the city.
Regarding monthly allowances for non-specialized workers, the draft divides them according to scale and local characteristics. For villages with 700 households or more, TDPs with 800 households or more or belonging to special areas, Party cell secretaries and Village Heads, TDP Group Leaders are entitled to a coefficient of 2.6 times the basic salary level; heads of Fatherland Front committees are entitled to a coefficient of 2.1 times the basic salary level. The remaining areas apply the corresponding coefficients of 2.0 and 1.7 times the basic salary level.
Non-specialized workers with university degrees or higher are entitled to an additional 0.3 times the basic monthly salary. In case of concurrent arrangement, reducing one focal point, they will receive 100% of the allowance or support level of the concurrent title.
For people participating in activities in villages and residential groups, the draft stipulates a support level of 700,000 VND/person/month from the city budget.

In Nghe An, the Department of Home Affairs has advised the Provincial People's Committee to adjust the allowance and training levels for non-specialized workers in blocks and hamlets, including: Party Cell Secretaries, Heads of blocks and hamlets, and Heads of Front Work Committees.
The draft proposes that in key, border or large-scale blocks and hamlets (from 700 households/hamlet and from 1,000 households/block), the contract level for all 3 positions is 9 times the base salary; the remaining blocks and hamlets are 7.5 times the base salary.
In addition to dividing the central government's contract level, Nghe An province supports one more basic salary coefficient, helping the new allowance level for non-specialized workers in blocks and hamlets increase 1.5-1.7 times compared to the present.
In which, the Party Cell Secretary and hamlet head receive the highest support level of 3.2 times the base salary, and the head of the Fatherland Front work committee 2.6 times the base salary.
The base salary from July 1st is adjusted to 2,530,000 VND/month, if the above resolution is approved, the monthly allowance of the Party Cell Secretary and hamlet head can reach nearly 8.1 million VND.
In Khanh Hoa, this locality plans to use local budget to increase the basic salary level once more into the allowance fund for non-specialized staff in villages and residential groups.
For villages with 700 or more households, TDPs with 1,000 or more households or belonging to key national defense areas, border areas, islands, and extremely difficult areas, the monthly allowance fund is proposed to be 9 times the base salary level.
Party Secretary receives an allowance equivalent to 3.1 times the base salary; Village Head or Group Leader of TDP receives 3 times the base salary; Head of the Fatherland Front Work Committee receives 2.9 times the base salary.
For the remaining villages and residential groups, the monthly allowance fund is proposed to be 7.5 times the base salary.
The allocation level includes: Party Secretary 2.6 times the base salary level; Village Head or Group Leader 2.5 times the base salary level; Head of Fatherland Front Work Committee 2.4 times the base salary level.
In addition to the above titles, the draft also proposes monthly support for titles participating in activities in villages and residential groups from local budget sources.
Each village and residential group is arranged with a maximum of 6 people participating in activities including: Deputy Secretary of the Party Cell, Deputy Village Head or Deputy Group Leader of the residential group, Head of the Women's Union, Head of the Farmers' Union, Head of the Veterans Association, Secretary of the Youth Union.
