The arrangement of villages and residential groups (TDP) and the consolidation of TDP Party cells aims to streamline the organization, improve the operational efficiency of the political system at the grassroots level, ensure the comprehensive leadership of the Party, and meet the requirements of population management in the new situation.
This is also an important preparation step to build a synchronous grassroots apparatus, operating effectively and efficiently, contributing to serving the people better and better. The arrangement of villages and residential groups is synchronized with the arrangement of Party cells and mass organizations.
In Hai Phong, the City People's Committee has just issued a master plan for arranging villages, TDPs and using and resolving regimes and policies for non-specialized workers.
One of the key contents of the plan is to reorganize the political system in villages and residential groups after arrangement.
Currently, in the city, there are 22,713 organizations operating in 3,086 villages and residential groups, including: Party Cell, Fatherland Front Committee, Veterans Association, Women's Union, Farmers' Union (for areas with agricultural activities), Youth Union, Community Investment Supervision Board...
After completing the arrangement of villages and residential groups, localities will simultaneously reorganize the entire system to establish about 15,258 organizations corresponding to 1,723 new villages and residential groups.
According to the plan, the Party Cell continues to play the role of comprehensive leadership core at the grassroots level; the Fatherland Front Working Committee is the center for gathering and promoting the strength of the great national unity bloc; branches and unions perform the function of propaganda, mobilizing members and people to participate in emulation movements, socio-economic development, ensuring national defense, security and building a cultural life in residential areas.
Along with the organizational arrangement, the city will fully implement regimes and policies for non-specialized workers in villages and residential groups according to the regulations of the Central Government and current documents.
In Nghe An, the Provincial Party Committee's Organization Committee has issued Guidance No. 06-HD/BTCTU on arranging Party organizations in villages and residential groups in the province, which includes some contents to note.
Regarding the process of establishing village and residential group Party cells (subject to merger), the Party Committee of communes and wards directs the development and promulgation of a project to arrange and establish village and residential group Party cells to ensure progress for implementation.
When there is a decision from a competent authority on the establishment of villages and residential groups, the commune and ward party committees need to deploy and complete a number of synchronous contents with the consolidation and arrangement of villages and residential groups:
- Implement decisions: Ending the operation of old village and residential group party cells; establishing new village and residential group party cells; appointing party committees, secretaries, and deputy secretaries of village and residential group party cells for the term 2025 - 2030.
- Decision to transfer Party organizations and Party members according to regulations.
Regarding the authority to establish village and residential group party cells, the Party Committee of communes and wards has the authority to decide to terminate the operation of old village and residential group party cells; establish new village and residential group party cells.
In Da Nang City, regarding the arrangement of Party organizations, fronts and socio-political organizations in villages and residential groups, the total number of Party cells is expected to decrease from 2,444 to 1,457, a decrease of 987 Party cells, equivalent to 40.38%.
The total number of women's branches decreased from 2,393 to 1,457, a decrease of 936 branches, equivalent to 39.11%. The total number of farmers' branches decreased from 1,993 to 1,423, a decrease of 570 branches, equivalent to 28.60%.
The total number of veteran branches decreased from 2,340 to 1,457, a decrease of 883 branches, equivalent to 37.74%. The total number of Ho Chi Minh Communist Youth Union branches decreased from 2,048 to 1,457, a decrease of 591 branches, equivalent to 28.86%.
Similarly, in Khanh Hoa province, many localities have considered and approved the project to arrange TDPs in wards and the project to consolidate, arrange, and establish new TDP party cells directly under the Ward Party Committee.
