Therefore, to ensure prevention and early prevention, the bill is supplemented with a clause (clause 2) stipulating the strictly prohibited acts: "trading and selling fetuses; agreements to buy and sell human beings while they are still pregnant." fetus".
The issue remains controversial
Meanwhile, discussing this issue, Chairman of the Law Committee Hoang Thanh Tung agreed to add a regulation banning human trafficking agreements from the time of fetus to the bill.
Mr. Tung asked to clarify whether there are any cases of buying and selling fetuses that are not human trafficking? Because if this is the case, it is not covered by the Law on Prevention and Combat of Human Trafficking.
National Assembly General Secretary Bui Van Cuong also agreed with the addition of regulations prohibiting the trading of fetuses. However, further consideration is needed to write more rigorously.

And Chairman of the Social Committee Nguyen Thuy Anh pointed out that fetuses are a "very controversial" issue in the world. This person basically agrees with the regulations in the draft. That means prohibiting the sale and purchase of fetuses and agreements to buy and sell human beings while still in the fetus.
However, Chairman of the Social Committee Nguyen Thuy Anh said that fetuses cannot be defined as human beings. Because if so, abortion would be considered murder. Therefore, the current treatment as in the draft law is appropriate.
Deputy Director of the Supreme People's Procuracy Nguyen Quang Dung stated that fetal trafficking and determining human trafficking will be very difficult for law enforcement and protection agencies.
Meanwhile, the law regulates human trafficking, if the concept of a fetus as a person would be controversial.
"We set the scope at a level so that the implementation process can be carried out smoothly. I agree to the human trafficking agreement from when I was a fetus, but including fetal trafficking is very difficult to implement. The scope is up to us.
