In Hai Phong City, up to now, the Department of Home Affairs has not developed any plans or projects on arranging commune-level administrative units.
The current review is only an initial advisory step for units that do not meet sufficient standards or have unreasonable issues arising during operation.
The arrangement process must be based on the criteria and principles of the Central Government. Only after the plan is approved by Hai Phong City People's Committee, the Department of Home Affairs will summarize and develop an adjustment plan if truly necessary, ensuring science and creating social consensus before reporting to competent authorities.
