On June 11, the National Assembly Office sent Notice No. 1998/TB-VPQH "Conclusion of the National Assembly Standing Committee on acceptance, explanation, and revision of the draft Law on Teachers".
Accordingly, the National Assembly Standing Committee basically agreed on the direction of acceptance and explanation of the scope, subjects of regulation, rights, obligations, things that are not allowed to be done, recruitment, transfer, transfer of teachers and salary policies, support, attraction, and promotion of teachers, and retirement regimes of teachers stated in Report No. 522/BC-UBVHXH15 dated June 2, 2025 of the Standing Committee of the Committee for Culture and Society.

The National Assembly Standing Committee assigned the Standing Committee of the Committee on Culture and Social Affairs to preside over and coordinate with relevant agencies to continue reviewing, accepting and fully explaining the opinions of National Assembly deputies and the National Assembly Standing Committee to complete the dossier to submit to the National Assembly for consideration and approval; in which, it is noted that the following contents are noted:
Regarding the authority to recruit teachers: Unify the authority to the education sector to be proactive in recruiting teachers; decentralize the authority to recruit heads of public higher education and vocational training institutions that are autonomous in recruiting teachers.
For the People's Armed Forces school, the recruitment authority is determined by the Minister of Public Security and the Minister of National Defense. As for teachers in preschool and general education institutions, recruitment is carried out according to the regulations of the Minister of Education and Training.
Regarding the authority to mobilize teachers: First of all, the provisions in the direction of the Law only stipulate principles, assigning the Government to specify in detail the authority, subjects of teacher mobilization, the preservation of regimes and policies in teacher mobilization to be flexible in management, in accordance with reality; promoting decentralization and delegation of authority; strengthening the role of education management agencies in ensuring the structure and quality of the teaching staff.
Regarding the regulations on probation, probation, labor contracts, and dispatching of teachers: It is recommended to continue reviewing and considering the provisions of the contents that have been adjusted by other specialized laws.
