Accordingly, Mr. Pham Quang Ai - Provincial Party Committee member, Deputy Secretary of the Provincial People's Committee Party Committee for the term 2025 - 2030 - was appointed to hold the position of Director of Ninh Binh Provincial Department of Foreign Affairs.
Previously, the sixth session of the 15th Ninh Binh Provincial People's Council passed Resolution No. 39/NQ-HDND on the establishment of the Provincial Department of Foreign Affairs.
The Resolution on the establishment of the Ninh Binh Provincial Department of Foreign Affairs takes effect from December 9, 2025.
According to Mr. Tran Song Tung - Standing Vice Chairman of Ninh Binh Provincial People's Committee, the establishment of the Department of Foreign Affairs is a strategic step to realize the socio-economic development goals for the period 2026 - 2030, clearly showing the direction of shifting from administrative management to service and development creation.
Regarding the Department of Foreign Affairs, the Standing Vice Chairman of the Provincial People's Committee proposed that it must be a sharp advisory body for the Provincial Party Committee and the Provincial People's Committee in Party foreign affairs, State diplomacy and people-to-people diplomacy; focusing on economic diplomacy; proactively connecting and promoting the local image to strategic investors, multinational corporations and international organizations. In addition, effectively implement citizen protection and support local businesses to reach out to the international market under new generation Free Trade Agreements (FTAs).
