Mr. Bui Van Thach - full-time Vice Chairman of the Central Theoretical Council, former Deputy Chief of the Party Central Committee Office - emphasized this content when discussing new points in the draft documents of the 14th Congress, on November 4.
Dr. Bui Van Thach said that the draft document has 18 new, fundamental issues, most importantly, the main system to promote the breakthrough process in the future.
In which, the first new point, according to Mr. Thach, is that the Party determines the theory of the reform guidelines as the Party's ideological foundation. This is an extremely new issue, affirming the leadership capacity and capacity of our Party, Mr. Thach emphasized.
According to Mr. Thach, previously the Party's ideological foundation had two components, including Le-ninism and Ho Chi Minh thought, now combining and determining more theories on the reform direction.
A new point that Mr. Thach mentioned is that we must establish a new growth model, not innovate the growth model. Mr. Thach said that economic experts have also calculated that if they want to become "the dragon, the tiger of Asia", they must achieve growth of over 10% in over 10 years.
To achieve the above goal, according to Mr. Thach, it is necessary to make a breakthrough, create a synchronous institutional environment for breakthrough development, ensuring that the issues we raise must be met.
We will streamline the apparatus in a strong and effective manner, which is a historic revolution, Mr. Thach affirmed, emphasizing that if there is no new apparatus, no environment, no new institutional system, it will be pulled down, because the old apparatus and institutions, like train cars, are too heavy and very difficult to run.
Dr. Bui Van Thach also emphasized that for the first time, the policy of building a civilized Party has been identified as a strategic task, systematic and concretized in the Party Congress Document.
"We have the content of building a Party in terms of ethics. Mr. Ho also mentioned "Our Party is ethical, civilized" - Mr. Thach said and added that the draft of the 14th National Party Congress Documents has raised this issue.

A new point, according to Mr. Thach, is that to put the resolution into practice immediately, an action program must be built immediately. Previously, usually after the congress, the Central Conference would produce resolutions, then have an action program, losing half the term, and even two-thirds of the term before issuing a thematic resolution.
This time, we have determined that all areas are concretized by specific programs, projects, and plans, calculated in money, Mr. Thach informed.
According to Mr. Thach, the viewpoint is "no discussion, just do", and will become specific programs and projects.
"We suggest that we do not wait, any project that can start construction should start construction immediately, do it right away", Mr. Thach said and informed that from now until the end of the year, a series of projects will start construction in the action program, in the spirit of "running and lining up".
