On December 26, the Executive Committee of the Ninh Binh Provincial Party Committee announced the decision to establish the Hoa Lu City Party Committee on the basis of merging the Ninh Binh City Party Committee and the Hoa Lu District Party Committee.
According to the decision, after its establishment, Hoa Lu City Party Committee has 123 grassroots party organizations with 16,621 party members.
The Standing Committee of Ninh Binh Provincial Party Committee also decided to appoint the Executive Committee of Hoa Lu City Party Committee for the 2020 - 2025 term, consisting of 67 members; the Standing Committee of Hoa Lu City Party Committee, consisting of 17 members; appointed Mr. Dinh Van Tien - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Ninh Binh City Party Committee, to hold the position of Secretary of the Hoa Lu City Party Committee for the 2020 - 2025 term; appointed Mr. Bui Thien Thi - Member of the Provincial Party Committee, Secretary of the Hoa Lu District Party Committee, and Mr. Nguyen Van Cuong - Standing Deputy Secretary of the Hoa Lu District Party Committee, to hold the position of Deputy Secretary of the Hoa Lu City Party Committee for the 2020 - 2025 term.
All of the above decisions officially take effect from January 1, 2025, the time when the Resolution of the National Assembly Standing Committee on merging Hoa Lu district with Ninh Binh city to establish the new Hoa Lu city takes effect.
Speaking at the ceremony, Mr. Doan Minh Huan - Secretary of Ninh Binh Provincial Party Committee - affirmed that the event of merging Hoa Lu district with Ninh Binh city to establish Hoa Lu city and the decision to establish Hoa Lu city Party Committee has great significance, a historical turning point for the Party Committee, government, army and people of Ninh Binh city and Hoa Lu district.
Mr. Huan also requested the Executive Committee, the Standing Committee and the Standing Committee of Hoa Lu City Party Committee to focus on directing and leading the implementation of ideological work, creating unity in perception and action among cadres, party members and people in implementing the arrangement of administrative units at district and commune levels; soon agree on assigning specific tasks to members of the Executive Committee of the Hoa Lu City Party Committee and plan to assign tasks to members of the Standing Committee of the City Party Committee to report to the Standing Committee of the Provincial Party Committee for consideration and comments before making a decision.
At the same time, coordinate with relevant agencies to develop a personnel plan for the People's Council and People's Committee of Hoa Lu City to submit to competent authorities for approval so that the People's Council can elect the positions of Chairman, Vice Chairman of the People's Council and Chairman, Vice Chairman of the People's Committee of Hoa Lu City.
Previously, on December 10, the National Assembly Standing Committee issued Resolution No. 1318/NQ-UBTVQH15, deciding to establish Hoa Lu City as a new district-level administrative unit of Ninh Binh province on the basis of merging Ninh Binh City and Hoa Lu District. The Resolution takes effect from January 1, 2025.
