Regarding economic development, Cat Hai is not only the center of Hai Phong's marine economy, but also an important driving force in the logistics, industrial and tourism chain of the Northern Coastal region, associated with the Lao Cai - Hanoi - Hai Phong high-speed railway, Lach Huyen Port, Nam Do Son Port, Cat Ba Island and the new-generation free trade corridor. On that basis, the special zone proactively reviews and plans the space for special zone development to exploit advantages and strategic motivations in the new context, developing Cat Ba archipelago into an international tourism center; making Cat Ba a global brand for eco-tourism, resorts, and sea sports. Strictly protect the World Biosphere Reserve of Cat Ba National Park and the World Natural Heritage Ha Long Bay - Cat Ba archipelago.
