On the afternoon of June 26, with 440/441 delegates present in agreement, the National Assembly officially passed the Resolution on popularizing preschool education for children aged 3 to 5.
This Resolution takes effect from the date of its approval by the National Assembly.
The Resolution sets a target that by 2030, 100% of provinces and centrally run cities will meet the standards for universal preschool education for children aged 3 to 5.

The Resolution stipulates 5 groups of mechanisms and policies for implementation, including: Investing in the development of a network of schools and classes and ensuring facilities and teaching equipment according to regulations; Ensuring sufficient number of preschool teachers according to prescribed norms; Ensuring regimes and policies for children aged 3 to 5, staff managers, teachers, and staff in preschool education institutions; Mobilizing social resources to develop preschool education according to the provisions of law; Prioritizing the development of preschool education in areas with particularly difficult socio-economic conditions, ethnic minority areas and mountainous areas, border areas, islands, beaches, coastal areas, densely populated areas, areas with industrial parks, export processing zones.
Also according to the Resolution, the budget for implementing the policy of universally implementing preschool education for children from 3 to 5 years old is guaranteed by the state budget to be implemented according to the state budget management decentralization. The central budget supports localities that have not yet balanced their budgets to implement the policy of popularizing preschool education for children aged 3 to 5 years as prescribed by law. In addition, other legal capital sources are also mobilized to implement the Resolution.
According to Minister Nguyen Kim Son, immediately after being approved by the National Assembly, the Government will issue a Decree detailing the policies for implementation.
The policy for teachers has been implemented in Decree No. 77/2021/ND-CP on seniority allowances; attractive allowances for remote areas according to Decree 76/2019/ND-CP; supporting preschool teachers in disadvantaged areas to teach mixed-use classes and enhance Vietnamese; supporting teachers to teach children of workers in industrial parks in Decree No. 105/2020/ND-CP.
In the Law on Teachers passed by the National Assembly, the Ministry of Education and Training is advising the Government to issue a Decree regulating preferential allowances for civil servants and employees in public schools, in which preferential allowances for preschool teachers are expected to increase from 35% to 45-80%; preschool teachers in favorable areas are allowed to increase allowances to 45%, areas with difficult socio-economic conditions are 80%...
In the salary scale of teachers in general, there are preschool teachers ranked highest in the administrative sector; propose that teachers in preschool education institutions, if they wish, can retire at a lower age but not more than 05 years compared to the regulations and will not have their early pension rate deducted in the draft Law on Teachers.
Regarding the policy for children in kindergartens, according to the Minister, it has been implemented in Decree No. 66/2025/ND-CP; supporting study costs and tuition fees in Decree No. 81/2021/ND-CP and Decree No.7/2023/ND-CP; supporting lunch in Decree No. 105/2020/ND-CP, when the Resolution is approved by the Government, the level of lunch support for preschool children will be adjusted to suit reality and improve the quality of meals for children; The Politburo has also decided to exempt tuition fees for preschool children and primary school students.
