Today, in the joyful and excited atmosphere of celebrating the 96th anniversary of the Party's establishment, preparing to welcome the Binh Ngo Lunar New Year 2026 and celebrating the very successful success of the 14th National Party Congress, I am very pleased to meet cordially with the members of the Sub-committees preparing for the 14th Congress and the Steering Committee summarizing 40 years of Doi Moi - those who directly participated, contributed intelligence, effort and enthusiasm to the preparation and successful organization of the Congress.

Dear comrades!
The 14th Party Congress was organized very successfully, opening a new era of national development. Looking back at the process of preparing for the Congress, we see the great significance of this success, especially when the preparation work was deployed in a special context: the world situation is developing rapidly and complicatedly; the requirements for national development in the new period are increasingly high, we must simultaneously deploy many very large, very difficult and sensitive tasks, especially streamlining the organizational structure, arranging administrative units, and organizing two-level local government. In particular, in the process of preparing for the Congress, our Party had to suffer an extremely great loss: the passing of General Secretary Nguyen Phu Trong - the person who laid the first foundation for the preparation for the 14th Congress. The passing of the comrade was both a deep pain and raised very high requirements for bravery, solidarity, steadfastness and political responsibility in continuing to prepare for the successful organization of the Congress. In October 2023, right from the 8th Central Conference, 13th term, our Party established 05 Subcommittees to prepare for the 14th Congress. In February 2024, General Secretary Nguyen Phu Trong chaired the first meeting of the Document Subcommittee. In May 2024, the 9th Central Conference approved the 1st Outline of documents. After that, the 10th, 11th, 12th, 13th, 14th, 15th Central Conferences continued to complete documents until they were submitted to the Congress.
Today's meeting is not yet a summary conference, but it can be affirmed: The success of the XIV Congress is the result of the solidarity, unity and great efforts of the entire Party, people, and army; in which there is a very important contribution of the Sub-committees, the Steering Committee for summarizing 40 years of Doi Moi and advisory and assisting agencies. It is the result of a process of persistent, serious, scientific intellectual labor; of a high sense of responsibility; of silent sacrifice, overcoming great pressure on time, workload and very high requirements for quality.
One of the important new points in document development is the integration of 03 major reports, accompanied by an action program into a unified whole, not only making the document more concise and coherent, but more importantly, showing a dialectical, comprehensive and highly action-oriented approach. In a short time, the Sub-committees have made great efforts to coordinate implementation with a high sense of responsibility, meeting the set goals and requirements.
The personnel work of the XIV Congress was prepared carefully, cautiously, impartially and in accordance with principles; closely following the Party's regulations; harmoniously combining inheritance and development, stability and innovation. The results of the Congress were elected once, elected fully according to the project, with a high voter turnout, reflecting the quality of personnel preparation work and high unity throughout the Party.
Along with that, the organization and service of the Congress were deployed thoughtfully, methodically, with many innovations; showing the spirit of responsibility, discipline and dedication of the staff working in service - silent but extremely important contributions, contributing to creating a solemn, intelligent, democratic atmosphere, in accordance with regulations for the Congress to be successfully held.
Immediately after the Congress, the work of completing documents continued to be implemented very actively and urgently. By February 7, 2026, we had completed the reception of Congress opinions and officially announced documents at the National Comprehensive and Implementation Conference - shortened by more than 01 month compared to the previous term. Thus, it can be affirmed that, up to this point: Sub-committees, Steering Committees and advisory and assisting agencies have excellently completed the assigned tasks, clearly showing the role of the strategic advisory staff of the Party.
Throughout the process of accompanying the comrades, I clearly felt and highly appreciated the spirit of responsibility; serious, scientific, receptive working methods and close coordination between Sub-committees: from the Sub-committee on Documents, the Sub-committee on Socio-Economic Affairs, the Sub-committee on Party Charter, the Sub-committee on Personnel, the Sub-committee on Organization serving the Congress, to the Steering Committee for summarizing 40 years of Doi Moi. Consciousness is a whole process, the more it makes us realize many problems; the process of completing documents has debates, different opinions, but in the end we all meet at a very precious common point: putting the interests of the Party, the country and the people first and foremost; willing to listen, frankly exchange to reach the highest consensus and best prepare for the Congress.
We all understand that behind the Documents passed with high consensus, behind the important decisions of the Congress, are many nights of worries, many long meetings, many times considering each sentence, each word, each plan and even pressures that cannot always be spoken out. I know that many comrades in the Subcommittees, Steering Committees and Editorial Teams, Working Groups have spent a lot of time, enthusiasm, effort, even affecting family work, to complete the common work. Those efforts are not always present on the forum, but have crystallized into documents, into guidelines, into major policies of the Party, so that the 14th Congress truly becomes a Congress of intelligence, bravery and aspirations for development.
On behalf of the Politburo and the Secretariat, I acknowledge, warmly commend and respectfully thank the efforts of the members of the Sub-committees preparing for the 14th Congress and the Steering Committee for summarizing 40 years of Doi Moi, which have made important contributions to the success of the Congress.

The 14th Congress marked an important turning point in the country's development process, opening a new journey of action with aspirations and higher requirements. Documents are available, policies are clear, goals have been set; the decisive issue at this time is to turn the spirit of the Congress into specific actions, specific results, and substantial changes in the country's life. In that spirit, I propose to you some contents:
First, I request comrades - in each of their working positions, directly or indirectly - to continue to promote intelligence, experience and enthusiasm to actively participate in thoroughly grasping, concretizing and organizing the implementation of the Resolution of the XIV Congress. Comrades are people who directly participate in building documents, understanding very well the spirit and content of each sentence and word. The Politburo requests that in the first quarter of 2026, it must complete thoroughly grasping and building an Action Program to implement the Resolution throughout the Party; at the 2nd Central Conference (late March 2026), a number of important specialized resolutions will be issued; in 2026, it is necessary to complete the institutionalization and concretization of new contents and core contents of the document (many new issues need to be further studied to concretize implementation such as: the issue of enhancing strategic autonomy; the issue of transforming the country's development model; the issue of implementing the goal of double-digit growth; the issue of building a society of order, discipline, safety, health, civilization, and development...).
Second, Participating in contributing to 2 major summary projects of the Party: (i) Summarizing 40 years of implementing the Platform for building the country in the transition period to socialism (1991) to deepen theoretical and practical issues about the path to socialism in Vietnam in the new situation; (ii) Summarizing 100 years of the Party leading the Vietnamese revolution, comprehensively reviewing the Party's journey of leading the country to gain independence, unification, construction and development; thereby outlining the country's development path for the next 100 years, with a long-term vision, strategic thinking and aspirations to develop even stronger.
These are very large and difficult tasks, requiring collective wisdom, political bravery and depth in theory and practice. I hope comrades will continue to participate and contribute to these important tasks. The Central Executive Committee, the Politburo, and the Secretariat of the XIV term always cherish, listen, and expect the continued companionship and contributions of comrades.
Third, Request the Office of the Party Central Committee to advise on summarizing and comprehensively evaluating the preparation and organization of the XIV Congress; draw valuable lessons for the next term; at the same time, commend and reward collectives and individuals with outstanding achievements; coordinate with the Central Organization Committee and relevant agencies to fully implement regimes and policies for members of Sub-committees and Steering Committees according to regulations, especially comrades who are not re-elected and comrades who are on leave after the Congress.
On the threshold of the new year, celebrating the Party, celebrating Spring, celebrating the country entering a new era of development, I wish you comrades and your families health, happiness and success; continue to maintain the spirit of dedication, the fire of enthusiasm and firm belief in the path that the Party, Uncle Ho and our people have chosen.
