Dear all delegates attending the Congress!
Today, we solemnly organize the 11th National Patriotic Emulation Congress in the atmosphere of the whole country emulation to achieve achievements towards completing the country's major goals, towards the 14th National Party Congress. This is an occasion to summarize the emulation movement and commendation work in the 2021-2025 period; honor and commend typical collectives and individuals; and at the same time determine directions and tasks to continue innovating emulation and commendation work in the coming period.
In this solemn and sacred moment, we respectfully commemorate the great President Ho Chi Minh; pay tribute to generations of revolutionary predecessors, heroic martyrs, wounded soldiers, sick soldiers, and people with meritorious services; recognize and commend the silent sacrifices and contributions of millions of workers, cadres, and soldiers who are day and night contributing to building and protecting the Fatherland.

Patriotic emulation is a precious tradition of our nation. President Ho Chi Minh awakened, organized and led the emulation tradition into an action movement of the entire nation with the "Call for Patriotic Emulation" on June 11, 1948. He emphasized emulation as "doing it quickly, doing it well, doing it more". He affirmed: "Emulation is patriotism, patriotism must be emulation. And those who emulation are the most patriotic people".
Emulation is a movement; Emulation is discipline, responsibility, creativity in each specific task; Emulation is an effort to surpass oneself to contribute more; is healthy competition to do better; Emulation is the daily task of each individual, each collective; the goal of emulation is to bring benefits to the country, to the people and to each individual to create "specific products that people can truly enjoy".
Today's Congress is an opportunity for us to honor the most beautiful flowers in the patriotic emulation flower garden. Among the more than two thousand delegates present here, many comrades are heroes, national emulation soldiers; many comrades are advanced examples selected and recommended from the grassroots level. In the fields of economy, culture, society, national defense, security, foreign affairs; in regions, urban and rural areas, borders and islands, belonging to many ethnic groups and religions... ordinary people but making noble achievements. Some silently innovate a process to save each hour of work, each penny of expense; some persistently protect community health; some "eat at home, carry prisons and general goods"; some persistently improve the quality of education; some in the "beheads of waves, winds", "fronts, islands" to protect independence, sovereignty, territorial integrity, and keep the country peaceful; there are businessmen who dare to innovate technology, expand markets, create jobs, and take care of the lives of workers.
What is commendable in advanced examples is not only achievement and will to overcome difficulties but also the qualities that create achievements: Honesty, dedication, responsibility, discipline, creativity, community awareness; putting common interests above private interests; considering honor as sacred and noble; taking work efficiency as a measure of labor qualities. Advanced examples are the "root energy" for development: The energy of intelligence and labor; of belief and aspiration; of duty and compassion; being someone who follows Uncle Ho's example "loving everything but forgetting themselves". When bright examples are multiplied, spiritual life gets better day by day, life becomes more meaningful, more humane, and more humane.
We honor to spread. Honor is to "honor" bright examples into motivation for everyone to follow, so that the emulation movement and spirit of dedication can be gathered and spread widely. I propose that levels, sectors, units, localities, each family, each individual should do better in discovering, fostering, and replicating typical examples; propagate correctly, tell stories of "real people, real things"; promptly encourage good examples, good initiatives, and effective ways of doing things; and at the same time resolutely fight formalism, fight against "running" achievements, and "disease" achievements.
Along with honoring, the important thing is to "position correctly" emulation and commendation work: Take quality and efficiency as standards; take practical contributions as a basis; orient towards direct and grassroots workers. The 2022 Emulation and Commendation Law has emphasized the principle of publicity, transparency, and timeliness. Therefore, everywhere must make emulation and commendation work a driving force, belief, and fairness so that everyone can see that all efforts and contributions are recognized, respected and honored.
Dear comrades and delegates,
We are entering a new stage of development with intertwined opportunities and challenges. The international and regional context is volatile; strategic competition, climate change, extreme natural disasters, epidemics, non-traditional security, supply chain breakdowns, technological risks... pose very high requirements for the country's strategic self-reliance, self-reliance, self-strengthening, resilience and breakthrough capacity.
The road ahead sets requirements for rapid and sustainable development, building an independent and self-reliant economy associated with deep international integration; continuing to improve institutions, streamline the apparatus, improve the effectiveness and efficiency of national governance; focusing on prioritizing the development of science and technology, innovation, digital transformation; promoting the construction of Vietnamese culture and people in the new era; strengthening national defense and security, maintaining sovereignty and territorial integrity..., all of which require us to have a strong, substantive, widespread and persistent patriotic emulation movement.
In the new revolutionary period, patriotic emulation must become a dynamic ecosystem so that all correct policies are transformed into practical actions; political tasks are transformed into a sense of responsibility, specific tasks, and clear goals so that all people see themselves as the subject of development, the creator of the future and enjoy the fruits of labor and creativity.
I propose that the patriotic emulation movement in the new period focus on the following 9 major orientations:
First, emulation closely follows political tasks, associated with specific goals; taking the results of serving the people as a measure. Each movement must have clear actions, measurable criteria, verified products; do as much as possible, clear results. Every level must consider completing tasks and serving the people better as responsibility and honor.
Second, emulation for innovation, science and technology development and digital transformation. Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo requires creating a new strategic and revolutionary driving force for breakthroughs in science and technology development, innovation and national digital transformation. Emulation must be directed towards improving productivity, improving governance quality, developing the digital economy, digital society, and digital government. Successfully implementing the new Central Resolutions issued in 2025 will be an endless "source of resources and inspiration" for us to achieve achievements in patriotic emulation.
Third, emulation to build a professional, incorruptible, and modern administration; promoting discipline, order and exemplary responsibility. Emulation to reform administrative procedures, improve service quality, reduce compliance costs; overcome avoidance and shirking; "saying with doing". Each agency must consider time, costs and convenience of people and businesses as a measure of public service quality.
Fourth, emulation to develop culture, education, health and social security; improve the quality of life; build Vietnamese people in the new era. Emulation must make society more humane, more compassionate; better care for people with meritorious services and vulnerable people. Each locality, each sector, agency, and unit must have a specific movement on safe - quality schools, friendly - effective hospitals, disciplined - compassionate communities.
Fifth, emulation to develop a healthy and efficient private economy; improve the quality of enterprises and national competitiveness. Emulation in enterprises is associated with technological innovation, modern governance, social responsibility; creating jobs, ensuring welfare for workers; building a civilized business culture.
At the same time, emulation must be associated with green transformation and sustainable development: Energy saving, efficient use of resources, reduction of emissions, protection of the living environment; development of circular economy and a civilized and responsible lifestyle. Emulation in this field is both a long-term goal and an immediate requirement to ensure energy security, water security, food security, environmental security and the quality of life of the people; to develop quickly but sustainably, protect and build the future.
Sixth, emulation towards the grassroots level; focusing on remote areas, border areas, islands; valuing direct workers and frontline forces. Emulation must reach each individual, family, village, residential group, industrial park, school, hospital, so that everyone has goals to strive for, desire to contribute and achieve results in emulation.
Seventh, emulation to consolidate national defense and security; maintain political stability, social order and safety; firmly protect independence, sovereignty, unity and territorial integrity; proactively respond to non-traditional security challenges. Each area, each force, each sector must emulation to build a solid posture from the grassroots level, maintain peace for the people to develop.
Eighth, in 1948, our Uncle issued a call for patriotic emulation to eliminate hunger, ignorance, and foreign invaders. Now we continue Uncle's spirit to eliminate corruption, wastefulness, and negativity, and eliminate internal invaders. And we organize patriotic emulation to make each individual, each collective, everyone live better, live more beautifully, more meaningfully, more humanely because "people and people live to love each other". To truly emulation patriotism makes us more kind, more responsible, know how to share with the weak, know how to support each other in difficult times, know how to behave civilized, polite, and tolerant, so that kind people are supported, and kind deeds are multiplied; so that each collective considers serving the community as a responsibility, as honor; each individual considers doing good deeds as a natural thing; so that the emulation movement becomes a humane flow that nurtures trust, multiplies love, and builds a life that is not only more full but also warmer, more beautiful in the soul and more beautiful in the way of beha
Ninth, innovate emulation and commendation work in a substantive, public, transparent, and timely direction. The 2022 Law on Emulation and Commendation is an important basis for standardizing criteria and procedures, ensuring fair commendation. Directive No. 39/CT-TTg dated October 15, 2024 of the Prime Minister requests to promote patriotic emulation movements and organize practical and effective emulation. Commendation must be for the right people, the right work, the right time; prioritize grassroots levels, direct workers; resolutely oppose formalism.
Dear comrades and delegates.
The patriotic emulation movement is only sustainable when it is well organized, well supervised and well spread. I propose that Party committees and authorities at all levels thoroughly grasp President Ho Chi Minh's patriotic emulation ideology; innovate the way of launching and evaluating; strengthen inspection and rectification; create an environment for good people and good deeds to be recognized promptly. Press and media agencies strengthen propaganda, highlight the value of the emulation movement, contributing to arousing patriotism, national pride, aspiration to contribute, creating motivation for development in the coming years.
I hope that the typical advanced delegates honored today will continue to maintain the fire of enthusiasm, continue to be the radiating nucleus. At the same time, each of us should set ourselves an emulation goal: Better study, better work, more disciplined, more creative, more enthusiastic, more responsible... When each person gets better, each organization becomes stronger, the whole country and nation will move forward.
With deep belief in the strength of national great unity, in the tradition of patriotic emulation, in the intelligence, bravery and aspiration to rise up of Vietnamese people, I believe that the patriotic emulation movement will open a new stage: Stronger, more substantive, more creative, contributing to bringing the country to rapid and sustainable development, so that the people will be more prosperous and happy.
