The election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026–2031 term on March 15, 2026 was very successful. Immediately after the election, on March 19, 2026, I had a fairly complete assessment of the election as well as my thoughts on the responsibility of the deputies elected by the people. At today's conference, I will add some more contents:
Speaking of success, there are 5 successes, first of all, the most outstanding point of this election is the large, responsible and trusted participation of voters nationwide. According to the report, 76,198,214 out of 76,423,940 voters went to the polls, reaching a rate of 99.70% - the highest level ever recorded. In particular, no constituency had to re-elect; 500 National Assembly deputies were elected in full, and the Provincial and Commune People's Councils nationwide were also elected in full according to regulations. These figures not only reflect the organizational efficiency, but more deeply reflect the political belief, civic awareness and spirit of mastery of the people towards the State and our regime.
The second success is that the quality, structure and representativeness of the delegation contingent continue to be improved. The proportion of full-time National Assembly deputies is expected to reach 40%, the highest ever. The 16th National Assembly has 150 female deputies, accounting for 30%; 76 deputies are ethnic minorities, accounting for 15.2%; 18 non-Party deputies, accounting for 3.6%; 33 deputies under 40 years old, accounting for 6.6%. In particular, for the first time in the history of our National Assembly, there are Ơ Đu ethnic minority deputies. These are very meaningful results, showing simultaneous progress in both aspects: improving the quality of deputies and ensuring the inclusiveness and representativeness of the highest state power agency.
The third success is that the preparation work was deployed early, methodically, uniformly and closely from the Central level to the grassroots level. Before the election day, the National Election Council issued 27 legal documents in accordance with the law, along with 14 resolutions and guiding documents, and 34 additional technical answer documents for localities. From consultation, introduction of candidates, making voter lists, organizing voting areas, to inspection, supervision, propaganda, and ensuring security, all were carried out according to the roadmap, synchronously and unifiedly. This thorough preparation has created a solid foundation for a successful election nationwide.
The fourth success is a clear step forward in digital transformation and application of technology to election organization. Technology platforms have been deployed synchronously, helping information to be transmitted quickly, accurately and safely; the exploitation of the National Population Database and the application of VNeID in voter management have contributed to improving the efficiency, accuracy and transparency of the entire process. Along with that, the electronic information portal of the National Election Council and the multilingual election information website have strongly supported information and propaganda work, helping voters access official, complete and timely information.
The fifth success is that political security and social order and safety are maintained throughout the election process. Complaints, denunciations, and recommendations related to the election are received and handled promptly and in accordance with regulations; the number of petitions is lower than the previous term; no serious incidents or unusual situations affecting the election results have arisen. This shows the proactiveness, professionalism and very high responsibility of the entire political system, of the functional forces and of the electoral agencies at all levels.
From those results, we can draw 05 very important lessons learned.
The first lesson is to ensure focused, unified, and consistent leadership; and at the same time promote the responsibility of the entire political system. The recent election had close, unified, and timely direction from the Central Government, the Politburo, the Secretariat and the National Election Council; synchronous and smooth coordination of central agencies; along with the proactive and responsible involvement of Party committees, authorities, the Fatherland Front and mass organizations in each locality and grassroots level.
Reality shows that wherever the Party Committee leads closely, the government organizes drastically, and the forces coordinate closely and synchronously, the election work is carried out seriously, orderly, in accordance with the law and effectively. This once again affirms that, for the election work to be successful, the decisive factor is the unified leadership and direction from the Central to the grassroots level, associated with the spirit of proactiveness, creativity and high responsibility of the entire political system.
The second lesson is that personnel work must be prepared very carefully, democratically, in accordance with the law and for the common good. The quality of deputies determines the quality of activities of the National Assembly and People's Councils. Therefore, every stage from consultation, introduction, appraisal, list announcement, voter contact, to voting and counting must be public, transparent, tight, and objective. Successful elections are not only about electing enough people, but more importantly, choosing people who are truly virtuous, talented, brave, capable of action and have the spirit of serving the people.
The third lesson is to take the people as the center of the entire election process. The highest voter turnout ever is not only thanks to good organization, but also thanks to voters feeling respected, fully informed, and given the most favorable conditions to exercise their citizens' rights. The early voting organization in 217 special areas in 11 localities shows the spirit of not letting any voters stand outside the country's democratic festival. This is a very important lesson about inclusiveness, about ensuring real voting rights for all people, in all regions, in all conditions.
The fourth lesson is that information and propaganda work must go one step ahead, must be strongly innovated in both content and methods. In the context of rapidly developing digital media, if official information does not come quickly, clearly, and closely enough to the people, it is very easy for the information gap to be filled by false information and unverified information. The recent election shows that when we combine well between direct propaganda at the grassroots level with digital platforms, population data, technology applications and diverse communication channels, the effectiveness of mobilization, guidance and creating social consensus will be much higher.
The fifth lesson, and also the biggest lesson, is that the success of an election is only truly complete when it is transformed into the operational efficiency of the new term. Voters' votes do not stop on election day; those votes must be continued by legislative quality, by supervisory effectiveness, by correct and timely policies, meeting the requirements of national development in the new period. Therefore, the responsibility of the 16th National Assembly and of each elected delegate is very great: to quickly concretize the confidence of voters into action, into legislative products, into supervisory effectiveness and into practical policies serving the people and serving national development.

The election on March 15, 2026 left a very important mark: that is the convergence of the Party's will, people's hearts and the aspiration to develop the country. That success is the result of careful preparation, close leadership, synchronous involvement of the entire political system and above all the sense of responsibility of tens of millions of Vietnamese voters.
From that success, we must be even more deeply aware that the 16th National Assembly, People's Councils at all levels for the 2026-2031 term, must be the National Assembly, the People's Council of innovation, of action, of efficiency, of being close to the people and for the people. Each elected delegate must always remember that behind them is trust, is expectation, is the entrustment of voters. Every decision of the National Assembly, every supervision, every law promulgated must aim for the highest goal of serving the Fatherland, serving the people, creating new momentum for rapid and sustainable development of the country.
With that belief, I believe that the lessons learned from this election will continue to be inherited, promoted and further improved in the coming time; and at the same time become a solid foundation for the 16th National Assembly to excellently fulfill its responsibility before the Party, before the People and before history.
