Dear generations of officials, civil servants, public employees, coaches, athletes, referees and people working in physical education and sports through the periods,
Today, I am very happy and excited to attend the 80th Anniversary of the Traditional Day of Vietnamese Physical Education and Sports, an event of profound significance for the physical education and sports industry, for the cause of caring for and protecting people, building a prosperous, civilized and sustainable Vietnam.
On behalf of the Party and State leaders, I cordially send to the leaders, former leaders, delegates, generations of officials, coaches, referees, athletes and all employees in the sports industry of all periods my warm regards, warm congratulations and the best feelings, congratulations to the comrades who received the Labor Medal today.

Right after the August Revolution succeeded, in the context of the country being extremely difficult, both managing the country and fighting against "hunger, illiteracy, and foreign invaders", beloved President Ho Chi Minh still soon saw the truth: "if the people are strong, the country will be prosperous". With that strategic vision, he signed the Decree establishing the Central Department of Physical Education, officially laying the foundation for Vietnamese revolutionary sports. On March 27, 1946, he wrote the article "Physics and Health" with the aim "I hope our compatriots will all try to exercise". That appeal is still valid today, still touching people's hearts because of Uncle Ho's concern for the health of the people.
Implementing Uncle Ho's teachings, our Party and State always pay attention to leading and directing the development of physical education and sports; gradually building an organizational system from the Central to local levels; training a team of management officials, coaches, athletes, referees; promulgating mechanisms, policies, laws; investing in facilities, facilities, equipment; expanding international cooperation; gradually developing national physical education and sports in a national, comprehensive and increasingly professional direction.
Throughout 80 years of construction and growth, Vietnam's sports industry has made very important contributions to the country in three major aspects.
Physical education and sports have contributed to improving the health, physical strength, spirit and quality of life of the people. Tens of millions of people participate in daily physical exercise with the spirit of "health to build and protect the Fatherland". A lifestyle of movement, physical training, competition, exchange, and improving health has become an important part of community cultural life.
High-performance sports have gradually affirmed Vietnam's position in regional and international arenas. Medals, records, and times the Vietnamese national flag has flown in international arenas are not just professional achievements. It is the result of will, determination, talent, national pride, and a beautiful image of Vietnam being dynamic, persistent, disciplined, brave, and eager to rise up.
sports have contributed to consolidating the great national unity bloc, spreading the good values of Vietnamese culture, strengthening exchanges, friendship and promoting the image of the country and people of Vietnam to the world. Sports is a language that does not need translation, is a bridge connecting people with people, ethnicity with nation, and is a very effective way to build trust, spread peace, friendship and cooperation.
Those results are the effort of many generations of officials, civil servants, and public employees of the sports sector; they are the intelligence of managers and scientists; they are the silent sacrifices of coaches; they are the sweat, tears, and even the injuries and personal disadvantages of athletes; they are the companionship of families, schools, communities and the whole society. The Party, State and People always recognize, respect and appreciate those great contributions.
Dear comrades and friends
Our country is entering a new stage of development, with very high requirements for human resource quality, human stature, community health, national competitiveness and the quality of life of the People. Therefore, we must have a more general view of the position and role of Physical Education and Sports.
In the coming time, the Ministry of Culture, Sports and Tourism, the sports sector, ministries, departments, branches, the Fatherland Front, mass organizations, localities, schools, businesses and the whole society need to focus on implementing 08 key tasks well.
must urgently complete the sports development institution in a modern, synchronous direction, paving the way for long-term development.
If physical education and sports want to develop strongly, they must first have a good institution. Institutions must go first, paving the way for innovation, for investment, for socialization, for modern management, for transparent operation, for fully promoting the resources of the State, society and people.
The new institution must "specifically define" the role of the State, the role of society. It is necessary to clearly state how to manage? Where to invest public investment? To what extent to socialize? What are the standards of facilities, training mechanisms for coaches and athletes, preferential policies, insurance, sports medicine, and career change after competition? How to encourage the application of technology, digital data, sports economy, and sports industry... Doing that, Vietnamese sports will have a solid institutional foundation to go far.
must strongly develop mass physical education and sports, so that all people have the right, conditions and motivation to participate in training.
This must be a central task, a comprehensive task, and a long-term task of the sports sector in the new period.
How to make physical education truly go into each family, each residential area, each school, each agency, each factory, each business, each armed force unit, each person; go into remote areas, remote areas, ethnic minority areas, border areas, islands; go into even vulnerable groups, people with disabilities, the elderly, women, children, young workers, and migrant workers.
The goal is not only to increase the number of people exercising, but to build a dynamic society, a healthy lifestyle, and a culture of daily physical exercise.
I propose to launch more strongly the movement "each citizen chooses at least one suitable sport to practice regularly". That sport can be very simple: walking, jogging, badminton, volleyball, swimming, cycling, martial arts, dưỡng sinh, yoga, chess, chess, tug of war, crossbow shooting, stick pushing... The important thing is to make physical training become a self-reliant need, a habit, a lifestyle, not just a mass movement.
To do so, it is necessary to do very specifically: plan land funds for community sports; ensure that each residential area has a mobile space; build playgrounds, training grounds, pedestrian paths, sports parks; support grassroots sports facilities; take advantage of schools, cultural houses, parks, squares, public water surfaces for appropriate sports activities.
it is necessary to raise the level of physical education and school sports, considering this as the root of the strategy for developing Vietnamese people.
A nation that wants to be healthy must start from children. A strong sports background must start from schools. A dynamic society must be formed from the habit of movement of every citizen.
I propose that the education sector, the sports sector and localities must coordinate more closely to strongly innovate physical education and school sports. Students must be physically active, learn basic physical skills, and access many sports suitable for their age, physical condition, and interests. Schools must be places to discover talents, foster exercise habits, form team spirit, will to overcome difficulties, discipline, honesty and self-confidence for the young generation.
I also propose to study and develop more synchronously sports in schools, from football, athletics, swimming, martial arts, badminton, basketball, to intellectual sports such as chess, Chinese chess, sports robotics, mobilizing tactical thinking so that the Vietnamese generation is taller, healthier, more durable, faster, more flexible, smarter, and more autonomous.
must pay special attention to preserving and developing traditional national sports and forms of mobilization associated with community culture.
Vietnam has a rich treasure of sports, folk games, traditional martial arts, forms of community mobilization associated with festivals, customs, working life and regional identity. This is a precious asset of the nation, which must be preserved, revived and promoted in modern life.
Tug of war, stick pushing, crossbow shooting, national wrestling, boat racing, boat racing, human chess, traditional martial arts, folk games in festivals... are sports, culture, memories, a connecting thread between generations, a place to nurture the spirit of martial arts, solidarity, love for homeland, and national pride.
I propose that the sports sector coordinate with the culture, education, localities, and professional associations to develop a program to preserve and develop traditional national sports in a systematic way; include suitable sports in schools, festivals, community movements and also promote cultural tourism.
must develop high-performance sports in a professional, scientific, honest and sustainable direction.
High-performance sports are the face of national sports in the regional and world arena. Therefore, we need to build a key investment roadmap for highly competitive sports; standardize the talent discovery system; innovate the team management mechanism; strengthen links between school sports, mass sports and top sports; ensure life, cultural education, vocational training, social security, and retirement transition for athletes. High-performance sports must be built on the foundation of honesty, nobility, and supreme rule of law. Each coach and athlete must always remember that they compete not only for personal achievements, but also for the colors of the flag, for the honor of Vietnamese sports, for the national image.
must expand the concept of sports in a more comprehensive direction, including both physical and intellectual activity.
In modern society, sports are the training of intelligence, reflexes, tactics, logical thinking, concentration, emotional control and mental resilience. Sports such as chess, Chinese chess, some types of intellectual sports, e-sports are managed healthily, activities combining movement-thinking... all need to be researched, oriented, managed and developed appropriately. In other words, building a healthy person today must be building a healthy body, healthy spirit, healthy intellect and healthy lifestyle. That is comprehensive development.
must promote socialization with orientation, with standards of responsibility for physical education and sports.
The development of physical education and sports cannot depend on the state budget. It is necessary to promote socialization with clear assignment and management. The State must play a role in orienting, leading, and ensuring fairness, especially in the development of grassroots sports, school sports, sports for children, the elderly, vulnerable people, and disadvantaged areas.
There needs to be policies to encourage businesses to invest in sports facilities, sports industry, sports services, sports sponsorship, sports science, sports event organization, sports economy; and at the same time, it is necessary to build a transparent, stable, and favorable environment for legitimate resources to participate.
must expand international cooperation, enhance the position of Vietnamese sports and learn from the progressive experiences of the world.
International cooperation in sports is not only for competition, but also for learning management, learning coaching science, learning sports medicine, learning event organization, learning sports economics, learning how to build a national brand through sports.
Vietnam needs to be more proactive in hosting regional, continental and international tournaments that are appropriate; and at the same time prepare step by step, with a roadmap, conditions, and overall efficiency calculations when moving towards larger sports events in the future.

I deeply believe that, with 80 years of glorious tradition, with the ideological foundation of President Ho Chi Minh, with the leadership of the Party, the management of the State, with the companionship of the whole society, the Vietnamese sports industry will continue to develop even stronger; truly contributing to building a comprehensively developed Vietnamese people, improving health, stature, physical strength, intellect and bravery of the nation; making worthy contributions to the cause of building and firmly protecting the socialist Vietnamese Fatherland.
