Today, in the atmosphere of the entire Party, people, and army striving to emulation to celebrate the 14th National Congress of the Party, we solemnly celebrate the 80th Anniversary of the first General Election to elect the National Assembly of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.
This is not only an opportunity to review a major historical event, but also a profoundly meaningful moment to look back at the formation and development of Vietnamese revolutionary democracy, express gratitude to previous generations who laid the foundation for the people's right to mastery, and at the same time affirm the political determination of the entire Party and people in continuing to innovate and improve institutions, bringing the country to develop quickly and sustainably in the new era - the era of the Vietnamese nation's rise.

Exactly 80 years ago, responding to the Call of beloved President Ho Chi Minh, on January 6, 1946, for the first time in national history, Vietnamese people aged 18 and over, regardless of gender, social background, ethnicity, religion or opinion, directly took the ballot to choose their representatives to the highest state power body.
In the context that the country had just gained independence, the revolutionary government was still young, and enemies in and out surrounded it, the General Election was still organized democratically, publicly, seriously and successfully, with a voter participation rate of up to 89%. The results elected 333 National Assembly deputies, vividly reflecting the widespread representation, the spirit of great national unity, with the participation of parties, social classes, ethnic groups, and religions of all three regions of North - Central - South.
The 1946 General Election was organized according to the most progressive democratic principles: universal, equal, direct and secret ballot. That historic event became a glorious milestone, marking the first leap in development of the democratic institution of the new Vietnamese State, affirming a great truth: State power belongs to the people.
The victory of the first General Election is not only the result of the patriotism, the will for independence and freedom of the nation, but also a vivid proof of the correct and creative revolutionary path of the Communist Party of Vietnam and President Ho Chi Minh, opening a new era in the history of building the State of the people, by the people and for the people.
Dear delegates, compatriots and friends,
From the historical milestone of 1946, through 80 years of accompanying the nation and 15 terms of operation, the Vietnamese National Assembly has continuously grown and strengthened, affirming its role as the center of national political and legal life, as a constitutional institution holding a key position in building and perfecting the socialist rule-of-law state of Vietnam.
In the field of constitutional and legislative making, the National Assembly has promulgated 5 Constitutions, associated with major turning points of the Vietnamese revolution. Each Constitution reflects the level of development of the country, showing the mindset of continuous innovation in the organization and operation of State power. In particular, the National Assembly of the XV term passing the Resolution amending and supplementing a number of articles of the Constitution marked a new step in the history of constitutional making, constitutionalizing the model of two-level local government organization, streamlining the apparatus, improving the effectiveness and efficiency of national governance, meeting the development requirements in the new period of the country.
The National Assembly is increasingly clearly showing its role in taking a step forward in institutions, proactively institutionalizing the Party's guidelines and policies in a timely manner into laws; promoting innovation in legislative thinking in the direction of development creation; strongly applying digital technology, digital transformation, and artificial intelligence in law-making activities, contributing to forming a synchronous, transparent, and stable legal framework for national development.
The supreme supervision activities of the National Assembly and its agencies are constantly being innovated, going into depth, focusing on major and pressing issues of socio-economic life, closely linked to the legitimate thoughts and aspirations of the people; thereby, contributing to improving discipline, order, effectiveness, and efficiency of the state apparatus's operation.
In performing the function of deciding important issues of the country, the National Assembly has clearly demonstrated political bravery, collective intelligence and high sense of responsibility to the people and history, with many timely and correct policies on socio-economic development, national defense, security, foreign affairs, organizational structure and high-level personnel of the State.
Parliamentary foreign affairs activities are promoted comprehensively, proactively and effectively, contributing to enhancing Vietnam's position and prestige in the international arena, clearly showing the image of a Vietnam as a friend, a reliable partner, and a responsible member of the international community.
Throughout that 80-year journey, the National Assembly has always been closely associated with the people, listening to the voices of the people, truthfully reflecting the will and aspirations of the people, worthy of being the vivid embodiment of the great national unity bloc, the highest representative body of the people, the highest state power body of the Socialist Republic of Vietnam.
Dear comrades, compatriots and friends,
Towards the 100th anniversary of the founding of the Party (1930 – 2030), the 100th anniversary of the founding of the country (1945 – 2045), our Party has set a goal that by 2045, Vietnam will become a developed, powerful, prosperous and happy nation. That is a great aspiration, a unified will of the entire Party, entire people and entire army.
To realize that aspiration, the role of the National Assembly in building development institutions is of particular importance. Without breakthroughs in institutions and laws; without a National Assembly with bravery, intelligence, drastic action and high responsibility, those great goals will hardly become reality.
In that context, the National Assembly needs to continue to promote the glorious 80-year tradition, go one step ahead in terms of institutions, bravely decide difficult issues, new things, unprecedented fields; pave the way for innovation, for rapid and sustainable development of the country. I propose that the National Assembly should continue with a number of orientations as follows:
First, continue to build the National Assembly to truly be the highest state power body, promoting democracy, rule of law, modernity, professionalism; public, transparent, effective, and efficient in organization and operation.
Second, continue to strongly innovate legislative thinking, in the direction of building and leading development. Promote strategic breakthroughs, build a new development ecosystem; focus on perfecting and synchronizing institutions to develop the country quickly and sustainably. At the same time, fundamentally innovate, improve the quality and efficiency of legislative activities, ensure national governance by the Constitution and laws, meeting the requirements of international integration.
Third, improve the quality of supervision, consider supervision as a constructive tool, promoting development, linking "building" with "resistance", taking "building" as fundamental and long-term. Continue to improve the quality of questioning, explanation, and supervision of legal documents; pay attention to monitoring, considering, and urging the implementation of recommendations after supervision; strictly implement the vote of confidence of the National Assembly.
Fourth, improve the quality of decision-making on important issues of the country based on a complete, scientific, and transparent database.
Fifth, deepening parliamentary foreign affairs activities, contributing to further enhancing Vietnam's position in the international arena.

Our country is facing a historically significant turning point. The responsibility placed on the shoulders of the National Assembly and each National Assembly delegate is extremely heavy but also extremely glorious.
Before the 16th National Assembly election, the Party and people expect National Assembly deputies to continue to be typical people in terms of intelligence, bravery, ethics and spirit of serving the Fatherland, serving the people, daring to think, daring to do, daring to take responsibility, putting national and ethnic interests first, worthy of the 80-year glorious tradition of the Vietnamese National Assembly.
On the occasion of the 2026 New Year and preparing to welcome the Year of the Horse, I wish you comrades, distinguished delegates, compatriots, soldiers and international friends good health, happiness, and success; wish the Vietnamese National Assembly to continue to develop strongly, worthy of the trust and love of the Party, State and people.
