Dear comrades of the Party Central Committee, Dear delegates attending the Conference,
Today, the Central Executive Committee held the 12th Conference in an exciting atmosphere across the country, competing to achieve achievements to celebrate major holidays, important events of the nation and determined to successfully implement the socio-economic development goals in 2025; the goals of the 13th Congress, towards the 14th National Congress of the Party. This is a conference of special significance, trieucted nearly 3 months earlier than the plan, demonstrating the proactive, urgent and highly responsible spirit of the entire Party in comprehensively and thoroughly preparing the contents to be submitted to the 14th National Congress of the Party.
On behalf of the Politburo and the Secretariat, I would like to warmly welcome the delegates attending the Conference and express my sincere thanks for the tireless efforts of the members of the Central Executive Committee, of all Party members in performing the tasks of the Party, especially the work since the 11th Central Conference up to now; thank the entire Party for solidarity and unanimously accompanying the people of the whole country in completing the task of implementing the two-level local government model on July 1, 2025 with a new development space; bringing the nation into a new chapter in the history of formation and development of the country.
This conference took place in the context of the entire Party, the entire people, and the entire army changing the state from "Running and lining up at the same time" to "Rectitude, communication, and united progress" towards the future. From the Central Government to 34 provinces, cities and 3,321 communes, wards and special zones, the entire political system and administrative system are operating in the direction of innovating the apparatus, improving the quality of scientific governance and management, limiting intermediaries, eliminating overlapping functions, getting closer to the people, getting closer to the people, and serving the people better. This is a breakthrough in the organization of the political system, demonstrating the Party's strong determination in establishing a modern, honest, streamlined and people-oriented government institution.
What is especially appreciated is that the major policies and historic strategic decisions mentioned above have been receiving strong support, active response and deep trust from all classes of people. People across the country expressed great expectations for the Party's renovation career, believing in the strategic vision, political courage and revolutionary ethics of the cadres and Party members. This is a solid and valuable political and social foundation for us to continue to move forward in the new era.

According to the Working Regulations, the Central Party Office sent the document to the comrades for pre-study. At this Conference, comrades focused on discussing and giving opinions on three major groups of contents, which are the Group of Contents on the preparation for the 14th National Party Congress; the Group of Contents to create a political and legal basis for the goal of continuing to reform and innovate the country in the coming time; the Group of Contents on personnel work.
For the first group of documents, the 14th Congress Document Subcommittees have selectively and seriously received the comments and suggestions of Central Committee members at the 11th Central Conference as well as in the draft Documents; the comments and contributions of Party members and the masses, and from a number of Party Congresses at the commune and ward levels held in the recent past.
Implementing the direction of the Politburo, the Secretariat and the Document subcommittees urgently adjust, supplement and complete the Documents (political Report, Socio-Economic Report, Party building report and implementation of the Party Charter, Summary report of 40 years of innovation) to submit to the Central Committee for comments. Through many supplements and improvements, the content of the Document has basically ensured the requirements such as revolution, science, strategy, practicality, consistency, feasibility, orientation... However, the content of this Draft Document is not only a crystallization of the intelligence of the entire Party and people, but also a "scrutiny road" for the country's development in the new period, therefore, each word, each content in the draft Documents must be truly accurate, concise, strategic, specific, micro for the macro, accurately reflecting reality, accurately forecasting trends and orienting the future.
Regarding the group of contents to create a political foundation for continuing reform and innovation in the coming time, the Central Committee has directed agencies under the National Assembly, the Government, the Fatherland Front, and socio-political organizations to focus on removing difficulties and obstacles in institutions, creating a legal corridor for national development. The Central Government is determined to thoroughly remove legal barriers because this issue is considered a "Bottleneck of bottlenecks" (In the recent 9th Session of the 15th National Assembly, the National Assembly passed 34 laws and issued 34 Resolutions, including 14 Resolutions on law violations. The National Assembly is expected to consider passing 23 draft laws and considering passing 12 Resolutions for the 10th session. The Government and the Prime Minister have issued many Resolutions, Decrees, Decisions, and guiding telegrams to remove difficulties, especially in the fields of economy and society and improve people's lives). At this 12th Conference, the Central Committee will also consider and give opinions on a number of contents that need to be amended and supplemented in the Central Resolutions in the field of land (NQ18 dated June 16, 2022); building a socialist rule-of-law state (NQ27 dated November 9, 2022); education and training (NQ29 dated November 4, 2013; NQ19 dated October 25, 2017); giving orientation for adjusting the national master plan for the period 2021-2030 and vision to 2050.
For the group of contents of personnel work, Party building and Party charter implementation, the Central Committee will consider supplementing the planning of the 14th Central Executive Committee, Secretariat, and Politburo; the direction of personnel work of the 14th Central Executive Committee; considering personnel work under its authority. This group of contents has been carefully prepared by the Central Organizing Committee, methodically, with a curriculum, in compliance with the Charter and regulations of the Party and current Laws.
Regarding the content of the report submitted to the 14th Congress on the Summary of the work of building and implementing the Party Charter, the Document clearly assessed the reasons for the success in submitting 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions that the 13th Congress proposed. The Report summarizing 15 years of implementing the Party's charter (2011-2025), drew profound lessons from this work. At the same time, the document also set out directions, tasks, and solutions for Party building work and implementation of the Party Charter for the 14th Congress term.

Because of the special importance of the contents submitted to the Conference, I suggest that the Central Committee should focus its intelligence and carefully discuss the following core issues:
First: an objective and comprehensive assessment from the perspective of policy makers and policy implementation directors on achievements and limitations in the 13th term, thereby clearly identifying the causes and drawing profound lessons, especially on leadership, direction and organization of the implementation of the Party's Resolutions.
Second: contribute comprehensive, specific, scientific opinions on the content of summarizing theoretical and practical issues on the innovation process according to the socialist orientation over the past 40 years, especially lessons learned to serve as a basis for the next innovation process in the new period.
Third: identify general goals and strategic breakthroughs in the coming term: rapid and sustainable development on the basis of science and technology, innovation and digital transformation; continue to perfect the socialist-oriented market economy institution, with State management, under the leadership of the Party; build a modern serving and public administration; build a socialist, disciplined and progressive rule-of-law state.
Fourth: propose major orientations on protecting national independence and sovereignty, maintaining political and social stability; building a solid national defense and people's security in the new context; proactively and actively integrating comprehensively, extensively and substantially into world politics, the international economy and human civilization.
Fifth: clearly define the direction of personnel work of the 14th Central Executive Committee. This is a particularly important content, directly affecting the success or failure of the entire next term. Human resources must ensure standards and conditions, have strong political will, have innovative thinking, pure ethics, act resolutely for the collective, for the people, and put national and ethnic interests first and foremost. We must follow the teaching of Uncle Ho "Cadres are the root of all work".
Sixth: giving comments to the Draft Report on the Summary of Party building work and the implementation of Party charter, which should focus on the direction, tasks, and solutions for Party building work for the 14th Congress term, paying special attention to the organizational model and personnel capacity according to the model of local government at two levels. Propose amendments and supplements in line with the practical work of Party building in the new period, emphasizing inspection, supervision and party discipline work in addition to recommending synchronous amendments to the system of regulations on personnel work, planning and decentralization of management; standards and criteria for evaluating cadres; system of titles and positions; training in political theory... to build the Charter not only as a legal framework but also the "soul" of party discipline, a foundation to maintain solidarity and unity throughout the Party.
Seventh: contribute opinions on continuing to improve the national legal system according to the new development model. With the transformation of the socio-economic administrative space, the legal system must also be improved, both ensuring unity and synchronization, and paving the way for new things, protecting the right, removing barriers, and removing institutional bottlenecks. The law must facilitate the implementation of the goal of a rich people, a strong country, democracy, fairness, civilization, for the people.
Eighth: give opinions on the integration of the content of 3 reports: Political Report, Socio-Economic Report, Party Building Summary Report into the new " Political Report" to be submitted to the 14th Congress.
Ninth: continue to contribute opinions to the Central Committee on the implementation of the two-level government apparatus. It is necessary to reflect the reality of each locality and facility, what difficulties and needs of the Central Government in addition to the efforts of the locality, of cadres, civil servants, public employees, and workers to achieve the goal of stability, development, and improving the lives of people in all aspects.

To complete a huge amount of work in a short time, the requirement is that each Central Committee member needs to promote a high sense of responsibility, focus on intelligence, discuss democratically, frankly, objectively and openly. National and ethnic interests must be put first and foremost. Do not let any local interests, personal emotions orwalk, avoid affecting the quality of decision making. Each opinion contributed at this Conference is not only meaningful with the content of the document, but also plays a role in shaping the strategic direction of our Party from now until 2030 and vision to 2045, 2050.
I firmly believe that, with the tradition of solidarity, discipline and order of the Party Central Committee; with the intelligence, will to innovate and aspiration to develop a prosperous and happy country, the 12th Central Conference will be a great success, creating a solid momentum for the preparation for the 14th National Party Congress, meeting the expectations of the entire Party, people and army.
In that spirit, I would like to declare the opening of the 12th Central Conference, 13th tenure.
