Strategic orientation for the commune level
Speaking at the 1st Congress of the Nghia Tru Commune Party Committee, General Secretary To Lam acknowledged and commended the comprehensive results achieved by the Party Committee, government and people of the commune in the past term. In particular, in the context of administrative consolidation according to the two-level local government model, the General Secretary emphasized that it is necessary to affirm the role of communes in the new development space - where there is a large population, large natural area and diverse economic development potential.
From there, the commune needs to position itself as a model: developing ecological urban areas associated with new rural services and preserving traditional values. On that basis, the General Secretary proposed a series of specific orientations: developing a multi- axis economy; taking advantage of suburban areas; investing in synchronous infrastructure - from transportation, lighting, water supply and drainage to parks, agricultural markets and logistics centers for agriculture. At the same time, planning production areas according to the smart agricultural model, associated with traceability and VietGap standards.
The General Secretary noted that it is necessary to restructure labor and increase income in parallel, focusing on vocational training, developing digital skills and business skills for young people, women and farmers. In particular, it is necessary to encourage the spirit of on-site entrepreneurship, from the local special agricultural values.
In terms of culture, each village and village must proactively establish a Convention for heritage conservation and festivals, while building a modern space for community cultural activities while still preserving the identity of Hung Yen and the Northern Delta.
Reorganizing the apparatus, promoting the role of the Commune Party Committee
Emphasizing the need to innovate management thinking in the two-level government model, General Secretary To Lam requested that the commune level must strongly shift to the thinking of creating and serving government. Commune cadres need to be able to synthesize, apply digital technology well, be close to reality and understand the people. In addition, it is necessary to continue to promote administrative reform, digital transformation in handling procedures and interacting with people.
Regarding Party building work, the General Secretary requested to promote the role of setting an example, especially the leader; improve the quality of Party cell activities and Party members; attach importance to developing young Party members in the rural business community; seriously implement the Resolution of the 12th Central Committee on Party building and rectification.
The General Secretary especially emphasized the role of the commune cadres: must be "heart, ability, talent, and belief", avoid forms, be afraid of innovation, say what you do. The new term Party Committee needs to concretize the resolution into action programs with clear goals, clear tasks, progress and roadmaps. The organizational apparatus needs to be compact, efficient, and better serve the people.
In addition, it is necessary to review and integrate commune planning in accordance with provincial planning, closely following the orientation of the capital, thereby developing harmoniously and sustainably. The General Secretary encouraged proactive harnessing of resources from the Central Government and businesses, especially in the agricultural and service sectors.
At the end of his speech, the General Secretary urged that the solidarity and attachment to the people - the vital element of the Commune Party Committee - must be maintained. Believing that if we persistently implement specific, clear, and practical goals, Nghia Tru commune will become a leading model of urbanization, digital transformation and sustainable development in Hung Yen and the whole region.
