Today, the 14th Central Executive Committee Conference - opened in the context that the entire Party, people and army are striving to complete the goals and targets of work in 2025, the goals for the 2020-2025 term and preparations for the 14th National Congress of the Party. On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and delegates to attend the Conference, and would like to send you wishes for good health, happiness and success.

This conference focuses on two major contents, which are (1) Group of issues on the work of the 14th National Party Congress and (2) Group of issues on Party building and the political system. In each group of issues, there will be many specific contents, especially in the group of issues on the preparation for the 14th National Party Congress. Conference documents the comrades received from the Conference Organizing Committee. I believe that you have researched carefully and are ready to contribute opinions during the days of the Conference.
Time is urgent, work is plentiful, requirements are high, but the more we have to make efforts, take advantage of the time, work with the spirit of overcoming challenges, overcoming ourselves with strategic thinking and drastic actions for the interests of the nation and people, for the leadership and ruling role of the Communist Party of Vietnam.
To contribute to the success of the Conference, I have some suggestions for comrades as follows:
First: Regarding the preparation, selection, and introduction of personnel to participate in the Politburo and the 14th Party Secretariat.
At the 13th Central Conference, based on the proposal of the Politburo, the 13th Party Central Committee voted unanimously, focused on introducing personnel for the 14th Party Central Committee (excluding Politburo members, Secretariat members eligible for re-election and special cases) to basically ensure the structure, quantity, standards, conditions, areas, and fields of work according to the 14th Party Congress Personnel Work orientation, Election Regulations within the Party and the operation plan of the 14th Party Congress Personnel Subcommittee. This is an extremely important basis and experience for us to continue to inherit and promote in the work of preparing, selecting, and introducing personnel to participate in the Politburo, the Secretariat, and key leadership personnel of the Party and State for the 14th term, 2026-2031.
At this Conference, the Central Executive Committee will give opinions on the number of Politburo members, Secretariat members for the 14th Congress term and select personnel to introduce to participate in the Politburo and Secretariat for the 14th tenure. This is a particularly important task, the core of the core because everything is decided by humans. Selecting personnel to the Party's top leadership to lead the implementation of very high and very drastic goals of national development in the new period must be more careful, certain, cautious and accurate. I think that in addition to the selection standards according to regulations for Central Party Committee members that we set out at the recent 12th and 13th Central Conference, the selection of personnel to participate in the Politburo and the Secretariat of the 14th tenure needs to emphasize a number of important requirements in accordance with the new revolutionary period of our Party and our country.

In the context of rapid international change and fierce strategic competition, the global supply chain is always fluctuating, domestically requiring simultaneous digital transformation, green transformation, growth model transformation... to maintain sustainable double-digit growth for many years to achieve the two 100-year goals set by our Party and the people's expectations, the leadership role of the Party here is especially important. Therefore, the responsibility of "choosing the right person for the right job", especially senior personnel and leaders of the country, is a prerequisite to turn vision and aspiration into results. We must select and introduce the most deserving people among those who deserve to join the Politburo and the Secretariat. Those comrades must have political courage, honest ethics and set an example, putting national and ethnic interests and people's interests above all; must have a sharp strategic vision and organizational capacity to unlock bottlenecks, unlock resources, and gather strength. More importantly, there must be the ability to organize implementation: design clear and specific goals, establish personal responsibility, measure with data, and make decisions to "go to the end" with high public service discipline. In the digital age, indispensable criteria are digital capacity and data thinking, in-depth understanding of the digital economy, green economy, circular economy, risk management and the ability to coordinate between sectors - regions - levels. Leaders need the ability to mobilize social resources, design public-private partnerships, create market trust; the ability to integrate internationally, in foreign languages and in dialogue culture to expand development space. In particular, it is necessary to promote and value the quality, efficiency, and dedication of cadres, prioritize cadres with works, plans, and projects that have a clear impact; have the ability to handle situations in crises (disasters, epidemics, finance, non-traditional security); be decisive but know how to listen to criticism, rely on the people, and for the people. The person selected is introduced as the person most suitable for the development goals in the new period, with high reliability, endurance under pressure, reform will, converting resources into motivation, turning potential into double-digit economic growth rate for the country to reach 2 100-year targets.
In short, in addition to the general standards that comrades have thoroughly grasped, stated in the Party's regulations, in the selection and introduction of personnel to participate in the Politburo and the Secretariat of the 14th tenure, comrades pay special attention to 5 "plus points", which are (1) Having a national strategic vision, capable of maintaining the country's autonomy. (2) Have leadership and commanding capacity at a national scale. (3) Having political prestige, integrity to the point of symbolizing for people to follow and learn. (4) Having the ability to implement the Resolution into results, the results can be measured. (5) Have enough endurance, both mentally and physically, to endure the pressure and intensity of work in the 14th term and possibly in the following terms.
Second: Regarding the report on reviewing the leadership and direction of the 13th Party Central Committee submitted to the 14th National Party Congress.
Immediately after the 13th Congress, the Party Central Committee, the Politburo and the Secretariat urgently led and directed the research, dissemination and implementation of the Congress Resolution with many new, methodical, scientific and effective ways of doing things. Timely review and policy on handling many difficult, complicated, backlogged, and prolonged issues, unlocking resources for national development, especially socio-economic development. Lead and direct national defense, security, and foreign affairs; Party building and rectification and the political system. Strictly implement the Party's principles, constantly innovate leadership methods and working style, working style... Looking back at the 13th term, we have maintained the strategic orientation; persistently built and rectifyed the Party; promoted institutional improvement; steadfastly stabilized the macro; promoted digital transformation, green transformation; strengthened national defense and security; expanded foreign affairs and deep integration. Many major policies have been institutionalized, many bottlenecks have been removed, and many breakthrough decisions have been implemented. We have done things that can be considered miracles. However, in the spirit of self-criticism and self-amending, comrades also need to contribute opinions so that the 14th Central Committee can overcome limitations and shortcomings such as: (i) some policies are slow to come into life, still owe documents for guidance and organization of implementation that are not uniform; (ii) decentralization and delegation of power are not really smooth, vertical and coordinated communication is not yet harmonious, the responsibility for explaining is not clear in some places; (iii) organizing the apparatus in some places is streamlined but not going hand in hand to improve effectiveness and efficiency; (iv) "bottlenecks" in land, capital markets, labor with skills... not being completely handled; (v) preventing and combating corruption, waste and negativity to achieve many results but prevention work needs to be resolved early, from afar; (vi) reporting policies that are not "stimely" - have enough time to test them - have enough time to believe.
Third: Regarding the summary of Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
After 8 years of implementing Resolution 18, especially from 2024 to present, we have achieved many important results. The apparatus in the entire political system, from the central to local levels, has been streamlined, with clear functions and responsibilities, reducing intermediary levels; streamlining the payroll associated with improving the quality of cadres, civil servants and public employees; the activities of Party, State, Fatherland Front agencies and socio-political organizations are increasingly effective and efficient. Here, I emphasize the results of reorganizing the development space with the two-level local government model for comrades to give their opinions, and continue to improve this model.
The serious implementation of lessons learned from the summary of Resolution 18 is of key significance in shifting the political system from " cumbersome - dispersed" to streamlining - connecting - effective - efficient, especially when we organize a 2-level local government model and open up new development space after the arrangement of administrative boundaries at the provincial and commune levels. This is a fundamental condition to maintain stability, development, ensure modern national governance, promote rapid and sustainable growth, improve the quality of life of the people, towards the goal of "rich people, strong country, democracy, fairness, civilization", a strong, prosperous and lasting nation. In terms of meaning, the summary shows that it is necessary to shift from the mindset of "management according to administrative units" to "management according to functions - results"; reduce the intermediary level, clarify authority and responsibility, "one thing - one agency in charge - one person responsible", strongly link decentralization with a transparent power control mechanism. In terms of importance, the two-level local government model helps the provincial level focus on strategy, planning, coordinating inter-regional and high-level public services, while the commune sticks to the people, quickly solving daily needs; when the administrative boundary is rearranged, we have the opportunity to restructure the urban - rural network, form growth poles, economic corridors, exploit larger market sizes and reduce transaction costs for businesses and people. In terms of practical value, the certified lessons include: standardizing processes and data, connecting national databases, operating "one-stop - one-stop-shop" operations, measuring with the satisfaction of people and businesses. If this is done, the two-level local government model and new development space will become institutional leverage, turning resources into motivation, turning potential into high and sustainable growth, contributing to realizing the 100-year goals in a volatile regional and world order.
To maximize the effectiveness of the two-level local government model, it is necessary to ensure connectivity and complementarity of the three-level government (Central - Provincial/City - Commune/Ward) according to three axes: institutions - resources - data. In that interconnected structure, the central government plays the role of operating, creating and ensuring unity throughout the system.
When the three levels of government operate as one, the Central Government creates standards and coordinates inter-regional; the provincial level organizes strategies, allocates resources, supervises results; grassroots level provides direct service, quickly resolves and feedback on actual data, then the goal of maintaining peace and stability, promoting rapid but sustainable growth, improving welfare, will have a solid foundation. In conclusion, implementing lessons learned from Resolution 18 according to the model of 2-level, 3-level inter-level local government, with the Central Government as the " institutional architect" will be the decisive lever for a streamlined - transparent - effective political system, thereby bringing the country forward quickly, firmly to power, prosperity, and prosperity, the people are prosperous and happy.

We expect the 14th Central Conference to create a very high consensus on: Development vision and strategic orientations submitted to the 14th Congress; List of personnel introduced to participate in the Politburo and Secretariat to be truly outstanding, ensuring inheritance and breakthrough; Institutional framework for a streamlined, effective, efficient apparatus, modern governance based on data, decentralization, delegation of power along with control of power; mechanism for clear implementation of people, work, time, resources, and responsibility for explanation.

Our country is facing a historic opportunity to make a breakthrough, while facing many unprecedented challenges. To maintain peace, stability, rapid and sustainable development, to make the people truly prosperous and happy, to make the country increasingly strong and prosperous, we must make the right decision and do all the important tasks set by the Central Executive Committee. Each opinion expressed today not only contributes to this Conference but also lays the foundation for a new term, creating momentum for an entire development stage.
With that spirit, I suggest that comrades uphold their responsibility before the Party and the People, promote collective intelligence, be straightforward, constructive, and decisive in choosing the optimal solution for national and ethnic interests as well as in contributing opinions on the contents of the Conference's agenda.
