In the joyful atmosphere of the historic days, the whole Party, the entire people and the whole army have successfully organized activities to celebrate the 50th anniversary of the liberation of the South, reuniting the country and towards the 135th anniversary of the beloved President Ho Chi Minh's birthday, today, the 15th National Assembly opened the 9th session, the session was particularly important for our people and our country.
On behalf of the National Assembly Standing Committee, I warmly welcome the leaders, former leaders of the Party, State, Vietnam Fatherland Front, National Assembly deputies, distinguished guests, representatives of diplomatic delegations, and international organizations attending the opening session of the Session.

Dear National Assembly,
The laws and resolutions passed at the 9th unusual meeting, the 15th National Assembly has been effectively serving the revolution to arrange and streamline the organizational structure of the political system, promptly remove difficulties and incomplete problems, create breakthroughs to develop, promote all resources and create new development space for local and the country in accordance with the Party's policy. Agencies in the political system from the central to the provincial, districts, communes, agencies of the Party, the National Assembly, the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Departments, ministries, agencies, units and localities have thoroughly grasped the spirit of very high determination, very drastic deployment and achieved very important initial results. Many cadres and party members voluntarily sacrificed their personal interests for the overall development of their agencies and units, for the development of the country.
Based on the consensus at this morning's holding session, the National Assembly will work for 37 days, divided into 2 sessions, to review, discuss and decide on the largest workload of National Assembly sessions ever, with many especially important contents in all areas: constitution making - legislation, supreme supervision and deciding on important issues of the country.
First, on the work of creating the constitution and the legislative
The 9th session will consider and approve the Resolution amending and supplementing a number of articles of the 2013 Constitution, this is a strategic task both politically and legal, in order to promptly institutionalize the Party's big guidelines, especially in terms of organization of the state apparatus in the direction of "streamlined, performance, efficiency, efficiency, near people, close to the people, killing and killing in practice". In order to implement this task, the National Assembly will establish a draft committee to amend and supplement the 2013 Constitution with many innovations in the method and process of implementation. Especially, it will be organized to collect widely opinions of the people, as a basis for the Draft Committee to amend and supplement a number of articles of the 2013 Constitution in researching, acquiring and revising the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, submitting to the National Assembly for consideration and approval before June 30, 2025 to promptly announce and take effect from July 1, 2025.
With 54 draft laws and resolutions under the work of making the Constitution and legislative process, the National Assembly will consider and approve 34 draft laws, 14 draft resolutions and give opinions on 06 other draft laws, in key areas such as: state apparatus organization, national defense - security, justice, finance - budget, education, training, science - technology, innovation, digital transformation...
Second, on socio-economics, state budget
At this session, the National Assembly will consider, discuss and decide many strategic issues for socio -economic development, ensuring national defense, security and international integration. The National Assembly will take the time to consider important reports of the Government on: Approving the State budget settlement in 2023; supplement the results of the implementation of the socio -economic development plan and the State budget in 2024; The implementation of the socio -economic development plan and the state budget in the first months of 2025; Adjusting the State budget estimate in 2025 to arrange at least 3% of the budget for science and technology development, innovation, digital transformation, striving to grow 8% in 2025 and 2 numbers in the following years.
The National Assembly will also consider and approve the Resolution on the merger of the provincial administrative unit; establishing a National Election Council; The decision to shorten the term of the 15th National Assembly and the People's Council at all levels for the term 2021 - 2026; Deciding on the election day of the 16th National Assembly deputies and the People's Council deputies at all levels for the term 2026 - 2031.During the meeting, the Standing Committee of the National Assembly will consider and approve the resolutions to arrange and reorganize the commune -level administrative units and many other important tasks.
Third, on Supreme Supervision
The National Assembly will consider the report of the Central Committee of the Vietnam Fatherland Front to summarize the opinions and recommendations of voters and people to the 9th session, the 15th National Assembly and the Report of the Standing Committee of the National Assembly on the results of supervising the resolution of voters' recommendations to the 8th session, the 15th National Assembly. In addition, the National Assembly will review the report on the implementation of the Monitoring Program in 2025, approving the Resolution on the National Assembly's monitoring program in 2026.
Dear National Assembly,
With the above contents, the 9th Session is a session of historical significance, making institutional breakthroughs to enter an era of modernization, digitalization, greening and sustainable development. I suggest that National Assembly deputies focus highly, continue to promote intelligence, courage, uphold the spirit of responsibility, innovation, deep discussion, and wise decisions; together with relevant agencies and organizations to thoroughly implement Resolution No. 66 dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era, and yesterday, General Secretary To Lam wrote an important article, specifically stating the implementation of this Resolution.
In that spirit, I announced the opening of the 9th Session of the 15th National Assembly.
