Politburo member and National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 77/2025/UBTVQH15 adjusting the 2025 legislative program.
The National Assembly Standing Committee resolved to remove from the 2025 legislative program the following projects: Law on Water Supply and Drainage; Law on Urban Management and Development; Resolution of the National Assembly on the 2026 law and ordinance making program, and adjust the 2025 law and ordinance making program.
Adjusting the time to submit to the National Assembly from the program for comments at the 9th session, passing at the 10th session to the program for comments and approval at the 9th session for projects: Scientific Law, Technology and Innovation; Atomic Energy Law (amended); Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
Adjusting the time to submit to the National Assembly from the program for comments at the 9th session, passing at the 10th session to the program for comments and approval at the 10th session for projects: Bankruptcy Law (amended); Press Law (amended).
The National Assembly Standing Committee added to the 2025 legislative program submitted to the National Assembly for comments and approval at the 10th Session (October 2025) for the following projects:
- Law on Deposit Insurance (amended);
- Law amending and supplementing a number of articles of the Law on Education;
- Law on Higher Education (amended);
- Law on Vocational Education (amended);
- Population Law;
- Law on Civil Aviation of Vietnam (amended);
- Law amending and supplementing a number of articles of the Law on Judicial Records (in shortened order and procedures);
- Law amending and supplementing a number of articles of the Law on Drug Prevention and Control (according to shortened order and procedures).
Adjust the time to submit to the National Assembly Standing Committee for consideration and approval from the April 2025 session to the December 2025 session for the following projects:
- Resolution of the National Assembly Standing Committee promulgating the Regulations on the operation of the National Council for the selection and supervision of Judges;
- The Resolution of the National Assembly Standing Committee stipulates the regime for Judge protection.
Add to the 2025 legislative program submitted to the National Assembly Standing Committee for consideration and approval for the following projects:
- The Ordinance amending Article 10 of the Population Ordinance No. 06/2003/PL-UBTVQH11 has been amended and supplemented by Ordinance No. 08/2008/PL-UBTVQH12;
- Resolution of the National Assembly Standing Committee on the 2026 legislative program.
The Resolution assigns the agency to submit, the agency in charge of verification, participation and progress to the Standing Committee of the National Assembly for comments on laws, ordinances, resolutions of the National Assembly, the Standing Committee of the National Assembly is adjusted in the legislative program in 2025 as follows:
