On August 5th, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc signed Decision No. 1487/QD-TTg of the Prime Minister approving the adjustment of the General Plan of Vung Ang Economic Zone (EZ), Ha Tinh province to 2050.
According to the approved adjustment, the scope of adjusting the General Plan of Vung Ang EZ to 2050 includes the entire area of Vung Ang EZ approved under Decision No. 1076/QD-TTg dated August 20, 2007 (the entire border of Vung Ang, Hoanh Son wards and part of the area of Song Tri, Hai Ninh wards, Ha Tinh province), with a total area of 22,781ha.
The goal of adjusting the plan is to orient the reasonable distribution of development space, effectively exploit potentials and advantages and ensure opportunities for development activities in Vung Ang EZ; inheriting the orientations that are still relevant in the General Plan approved previously.
Creating momentum for breakthrough socio-economic development of Ha Tinh province; having a synchronous and modern system of technical infrastructure and social infrastructure; architectural landscape space, civilized and advanced urban areas, adapted to climate change and effective land use. At the same time, it serves as a legal basis for managing construction according to planning, ensuring sustainable development goals.
The decision sets out development forecasting targets and planning targets as follows:
Regarding population size: It is forecast that by 2030 it will be about 181,000 people; by 2050 it will be about 249,000 people.
Regarding the scale of land use for construction: By 2030: 13,139ha, accounting for 58% of the natural area of Vung Ang EZ. By 2050: 14,785ha, accounting for 65% of the natural area of Vung Ang EZ.
Orienting the development of Vung Ang EZ according to the model of a comprehensive, multi-sectoral, multi-functional coastal EZ
According to the approval, the planning adjustment includes the following main contents: EZ spatial development orientation (including: development model, structure, development orientation of main functional areas, organization of central system, green park system, architectural landscape spatial orientation); land use planning; technical infrastructure system planning.
Regarding the development orientation of the EZ space, the Decision clearly states: Vung Ang EZ is developed according to the model of a comprehensive, multi-sectoral, multi-functional coastal EZ; taking industry, seaports and logistics services as development drivers; synchronously developing urban systems, services, social infrastructure and ecological space.
The spatial structure is organized according to the principle: Centralized development of industrial parks, seaports and logistics; development of urban areas and services associated with the needs of the SEZ; conservation of ecological space and natural landscape; synchronous connection by technical infrastructure and transportation systems.
Functional areas are organized in accordance with the development model and structure of Vung Ang EZ, ensuring the promotion of advantages in industry, seaports, logistics services, efficient use of resources, land, environmental protection and sustainable development. The main functional areas are oriented as follows:
Industrial parks and seaports: Develop concentrated industrial parks associated with the Vung Ang and Son Duong seaport systems; form metallurgical, energy, processing, manufacturing, recycling, solid waste treatment and supporting industries industrial parks.
