The Standing Deputy Prime Minister emphasized that planning must go one step ahead, shape the space and lead development with a long-term vision.

On the afternoon of July 22, at the Government Headquarters, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc met with the Vietnam Urban Planning and Development Association.

Speaking at the meeting, the Standing Deputy Prime Minister said that with Vietnam's urbanization rate currently reaching about 54%, urban planning work therefore plays a particularly important role, being the basis and foundation for urban and rural construction, management and development activities.

According to the Standing Deputy Prime Minister, planning must go one step ahead, shape the space and lead development with a long-term vision; effectively exploit resources, form growth poles, economic corridors and dynamic zones with spillover effects.

In which, continue to innovate planning thinking in the direction of integration, inter-sectoral, taking sustainable development as the foundation; ensure consistency between national planning, regional planning, provincial planning and urban and rural planning. In the context of expanding development space, planning work needs to promote linkages between urban areas, localities and economic regions.

Accordingly, dynamic regions such as the Red River Delta, Mekong Delta and other development spaces need to be seen in a comprehensive linkage, in order to better exploit potentials, advantages and create spillover effects for the country's development process.

Strengthen international cooperation, proactively research and selectively absorb the experiences of countries to propose urban development models suitable to Vietnam's conditions.

According to the Standing Deputy Prime Minister, each city needs to have its own identity and characteristics, suitable to its functions and advantages, from industrial cities, tourist cities to technology cities.

In the context of digital transformation, green transformation, circular economy development and smart, ecological, marine, and creative urban models, the Association needs to take the lead in researching, forecasting social needs and proposing new development models. Planning needs to proactively anticipate changes in living, working and organizing urban space needs, thereby contributing to leading the development process.

The Standing Deputy Prime Minister requested the Association to study planning solutions suitable to the two-level local government model, improve the efficiency of space governance and promote the role of regional, urban and national growth pole centers.

The new model opens up vast development spaces, requiring a more flexible approach in planning, not only rigidly distinguishing between urban and rural areas but also paying attention to the interweaving and transformation between these spaces.

The Standing Deputy Prime Minister said that even in large cities, there are still village within city, city within village spaces; while in many rural areas, the urbanization process is taking place strongly.

Therefore, planning needs to be researched on the basis of taking people as the center, aiming to improve the material, spiritual and quality of life of people.
