Nghe An - The province merged the Public Administration Service Center and the Administrative Procedure Control Department under the Provincial People's Committee Office.

On September 6, information from Nghe An Provincial People's Committee said that it had just issued Decision No. 2836/QD-UBND on reorganizing the Provincial Public Administration Service Center on the basis of merging the Public Administration Service Center and the Administrative Procedure Control Department (TTHC) under the Provincial People's Committee Office.

According to the decision, the Provincial Public Administration Service Center is an administrative organization under the Provincial People's Committee Office, with its own seal to perform assigned tasks and powers. The center is under the direct direction and management of the Chairman of the Provincial People's Committee, and is also under the management of the organization, staffing and administration of the Provincial People's Committee Office.

The Center has the function of advising and assisting the Provincial People's Committee in controlling administrative procedures (AP); organizing the implementation of the one-stop, one-stop mechanism; fully and promptly publicizing the AP list; guiding, receiving, digitizing and transferring documents to competent authorities for settlement; returning results to organizations and individuals in accordance with regulations.

At the same time, the Center is responsible for supervising and evaluating the progress of processing records of relevant agencies; receiving, processing or reporting to competent authorities to resolve reflections, recommendations, complaints and denunciations of organizations and individuals.

The Center also participates in managing and operating the National Public Service Portal and the Provincial Information System for handling administrative procedures; coordinate in organizing training to improve capacity for cadres, civil servants and public employees; propose solutions to reform administrative procedures, replicate new models, and good practices to improve service efficiency for people and businesses.

Regarding the organizational structure, the Center has a Director and no more than 3 Deputy Directors. The Center Director is concurrently appointed by the Deputy Chief of the Provincial People's Committee Office. The professional departments include: administrative practice control; One-stop-shop; Administration - Management. After the merger, the Center has a total of 19 positions (including 6 civil servants from the TTHC Control Department and 13 civil servants and public employees from the old Center) along with 2 labor contracts according to Decree 111/2022/ND-CP.

The Center's office is located at No. 16 and No. 3, Truong Thi Street, Truong Vinh Ward. The Provincial People's Committee assigned the Provincial People's Committee Office to review and advise on amending the regulations on organization and operation of the Center, regulations on coordination with relevant departments, branches and sectors, ensuring effective operation in accordance with legal regulations.
