Saturday for the people
From August 16, the People's Committee of Soc Trang Ward (Can Tho City) implemented the model of "Saturday for the People", bringing mobile public administrative services to serve right in the hamlets, instead of only handling them at the ward's Public Administration Center on normal days. The first location chosen was the headquarters of the People's Committee of Hamlet 5 - a place quite far from the center and home to a large Khmer ethnic group.
Ms. Tran Thi Viet (67 years old, Soc Trang ward) shared: "My house is more than 10km from the public administration headquarters, there is no means of transportation, only an old bicycle. Every time I prepare my documents, I have to cycle 20km, if the vehicle is broken, I have to walk. Now that the locality has come to the village to support the paperwork, I am very happy. Just walk a few steps to get there.
According to Ms. Lam Thi My Nhien - Deputy Director of the Soc Trang Ward Public Administration Service Center - the model will be maintained every Saturday morning, from August 16 to September 27, 2025, at hamlets, cultural houses, schools or suitable locations. People can carry out many procedures such as birth, death, marriage, authentication, confirmation of admission, recognition of poor households, confirmation of residence, installation of VNeID, opening a bank account... At the same time, the program also combines propaganda on administrative reform and the 2-level government model.
Similarly, Vinh Chau Ward People's Committee also organizes additional work on Saturdays and Sundays to quickly resolve procedures for people and businesses. In particular, on the last Sunday of each month, a mobile public administration model will be deployed at schools, headquarters of the People's Committee of the hamlet or densely populated areas.
The leader of the Vinh Chau Ward Public Administration Service Center informed that on the first day of implementing the Mobile Public Service model on August 24, 360 records were resolved on the spot. People come to do the most procedures for elderly allowances, copy certification, signature certification, birth registration, confirmation of place of residence, registration for issuance of level 2 electronic identification accounts (VNeID).
Promoting digitalization, adding utilities
In addition to arranging weekend work, many localities have also increased the number of working hours per day at the Public Administration Service Center by 60 minutes, creating conditions for people to carry out procedures outside of working hours.
Mr. Truong Xuan Anh Khoa - Deputy Director of the Phu Loi Ward Public Administration Service Center - said that the new working hours will be adjusted from July 24 to October 23, 2025 (or until further notice): morning from 7:00 to 12:00, afternoon from 13:00 to 18:00, from Monday to Friday every week.
Mr. Khoa said that the locality has deployed a QR code application on Zalo OA for people to register for remote Sequential numbers. By simply scanning the code, entering the full name and phone number, people can track the number of waiting documents, proactively arrange time, and minimize waiting. If there is a delay or missed the turn, the staff will still flexibly support after handling other documents, ensuring the rights of the people.
In Long Phu commune, from July 28 to August 29, 2025, the locality will also apply an additional 60 minutes of work per session. Civil servants also go to their homes to support the confirmation of authorization for the elderly and those with difficulty traveling; at the same time, receive people's opinions to improve service quality. The locality also applies Zalo OA to schedule, look up records, get remote serial numbers, help reduce waiting time, avoid crowding, and promote file digitalization, increase transparency and efficiency.
Currently, Can Tho City is carrying out 2,242 administrative procedures. To facilitate and make it easier for organizations, individuals, and businesses to resolve their records, many communes and wards have equipped additional utilities at the Public Administration Service Center such as arranging massage chairs, cakes, and drinking water to serve completely free of charge to people while waiting for administrative procedures.
