New steps in administrative reform
On July 1, 2025, the Phu Khuong Ward Public Administration Service Center (Vinh Long Province) officially came into operation. After nearly 2 months, by August 27, the center had received and processed more than 5,600 records in all areas under the authority of the Ward People's Committee. This figure shows that the demand of people and businesses for administrative procedures is very high, and also reflects the increasingly important role of the center in the process of administrative reform in the locality.
Receiving and handling more than 5,600 records in just nearly 2 months shows the effectiveness and timeliness of the model, said Ms. Vo Thi Ngoc Ngan - Vice Chairman of the People's Committee, concurrently Director of the Phu Khuong Ward Public Administration Service Center.
According to Ms. Ngoc Ngan, the area that people are most interested in today is civil status, certification and procedures related to labor, war invalids and society, industry and trade, and land. The quick, timely and transparent resolution helps to significantly reduce overload and waiting, while increasing people's trust in public authorities.
Initial difficulties
However, due to its new establishment, the center still faces some difficulties in terms of facilities and technical infrastructure. The unit has just put into operation without an automatic numbering system connected to the Administrative Procedure Information System; there is no touch screen for people to look up information, file status or assess the level of satisfaction. This affects the initiative and experience of people when coming to do procedures.
Another difficulty is that the system on the Public Service Portal often has synchronous errors, affecting the settlement progress, leading to late return of results.
In addition, the civil status software system does not allow for full lookup of civil status data nationwide, causing difficulties in implementing related administrative procedures such as marriage registration, birth registration, death certificate, and confirmation of marital status.
Towards a friendly and professional office
Understanding the difficulties in facilities and technical infrastructure, the People's Committee of Vinh Long province has promptly supported funding and is investing. When completed and put into operation, it will help serve the people better.
At the same time, the Center will also closely coordinate with specialized departments and offices in handling documents, recommending that superior agencies quickly fix system errors, ensuring to minimize delays.
Another important solution is to promote digital transformation, instructing people to use partial or full online public services. This is not only an inevitable trend but also helps save time and travel costs for people, especially in the context of increasing demand for handling administrative procedures".
In response to the increasingly high demand from people and businesses, Ms. Vo Thi Ngoc Ngan shared: "In the coming time, the Phu Khuong Ward Public Administration Service Center will continue to improve the organization, improve discipline and administrative discipline; at the same time, strengthen the service attitude, towards the model of "friendly offices, professional services".
