On the afternoon of April 21, in Phu Quoc City, the working delegation of Central Party Committee member and Deputy Prime Minister Nguyen Chi Dung had a working session with Kien Giang province on the implementation of a number of necessary mechanisms and policies to invest in infrastructure to serve the APEC 2027 Summit Week.
Implementing the conclusion of the Government Standing at the review meeting, preparing for APEC 2027, Kien Giang Provincial People's Committee urgently organized many meetings and worked with provincial departments, agencies and branches. The People's Committee of Phu Quoc City and strategic investors to focus on reviewing, reviewing and carefully evaluating the need, goals and implementation time for each specific project and project. Thereby agreeing to arrange the priority and the ability to balance resources, select items, works and urgent projects to organize the conference in accordance with the direction of the Government Standing Standing.
In Submission No. 55/TTr-UBND, the People's Committee of Kien Giang province proposed 30 works and projects with a total investment of about VND 220,352 billion, including 18 public investment projects, a total investment capital of about VND 52,300 billion, 12 private investment projects (outside the budget, calling for investment), and a total investment capital of about VND 168,052 billion. Compared to the report at the Government Standing Committee meeting, 20 projects and works have been reduced with a capital reduction of VND 85,020 billion.
Group of project works according to the conclusion of the Government Standing Committee, the province proposed to invest in 2 reservoirs with a total investment of about 1,750 billion VND, from public investment sources, including Duong Dong 2 reservoir with a capacity of about 2.7 million m3 and Cua Can reservoir with a capacity of about 6.5 million m3.
The province proposed to invest in 4 wastewater and waste treatment plants with a total investment of about 1,422 billion VND from non-budgetary investment calling for capital. Including: Waste Treatment Area and Bai Bon Waste Treatment Plant (Ham Ninh), total investment of about 682 billion VND. The domestic solid waste treatment area and wastewater treatment plant in An Thoi area, with an area of 25 hectares, total investment capital of about 740 billion VND.
The province proposed upgrading and expanding 2 airports with a total investment of about VND26,000 billion under the form of public-private partnership - BOT, in which the State participates 50%. Including: Upgrading and expanding Phu Quoc International Airport to meet level 4E standards according to the approved plan with a total investment of about 22,000 billion VND. Upgrading and expanding Rach Gia Airport to meet level 4C standards with a total investment of about VND4,000 billion.
Through the opinions of the Ministries and reviewing legal regulations, the Provincial People's Committee requested to adjust the form of investment to upgrade and expand Phu Quoc International Airport from the form of public-private partnership - PPP to direct investment according to the provisions of the Investment Law, Civil Aviation Law and relevant laws.
Regarding the Conference Center, it includes 4 items of works, projects and some auxiliary items with a total investment of about VND52,890 billion, from public investment sources, investment in the form of public-private partnership, BT contracts and non-budgetary investment.
The province plans to invest in 7 connecting routes from airports, seaports, urban centers, tourist areas, and resorts of the heads to event and conference centers with a total investment of about VND39,200 billion, from public investment (about VND30,200 billion) and investment in the form of public-private partnership, BOT contract type (about VND9,000 billion).
For the group of projects proposed by the province (reported at the Government Standing Committee meeting), the public investment project section includes 4 projects, with a total investment of about 1,400 billion VND. Including urban renovation projects, technical infrastructure investment, digital transformation, operation supervision centers, and resettlement projects.
The section of projects calling for non-budgetary investment includes 7 projects, with a total capital of about VND97,690 billion. These projects are expected to attract strategic investors to ensure progress and attract more non-budgetary resources to invest in projects with modern architecture and equipment, meeting the activities on the sidelines of the APEC Conference to create the image, national position, and driving force for sustainable development of Phu Quoc City.
Speaking at the meeting, Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung emphasized: The APEC 2027 Summit Week held in Phu Quoc is a particularly important political and diplomatic event, demonstrating the Union's trust in choosing Phu Quoc as the host. This is not only an honor, but also a great opportunity for Phu Quoc to make a strong breakthrough, develop worthyly, and contribute to promoting the common development of the province and the country.
The Deputy Prime Minister affirmed that Phu Quoc needs to make the most of its available potential and advantages, seize all opportunities, with the support of the Central Government, local efforts and the participation of the business community, to turn into a combined strength, bringing Phu Quoc to rapid but sustainable development.
Deputy Prime Minister Nguyen Chi Dung emphasized that it is necessary to clearly define the goals, mission, role and new position of Phu Quoc, strive to build Phu Quoc into an international-class destination, in the top 10 largest and most attractive islands in the world, on par with famous destinations such as Bali and Phuket.
To achieve that goal, the Deputy Prime Minister requested localities to clearly identify development roadmaps, identify destinations, routes and times to achieve the goals; at the same time, renovate and upgrade existing works to meet new requirements, invest in the construction of new works in accordance with development orientation; determine priority order and balance resources for effective implementation.
The Deputy Prime Minister emphasized that preparing for the APEC Summit Week 2027 must be associated with the development of Phu Quoc in a new mindset and new position, not stopping at a few projects, but needing a long-term strategic vision, towards building Phu Quoc into an economic, tourism and service center of international stature.
