On September 21, within the framework of the visit and working trip to Laos at the invitation of Lao Permanent Deputy Prime Minister Saleumxay Kommasith, Politburo Member, Permanent Deputy Prime Minister Pham Gia Tuc and the Vietnamese delegation visited a number of Vietnam - Laos friendship cooperation projects in Vientiane capital, according to the Government Department of Information and Communications.
At the Center for Population and Citizen Identification Data Management, the Standing Deputy Prime Minister and the Vietnamese Delegation listened to a presentation on the results of the implementation of the Population and Citizen Identification Management System Project in Laos supported by the Vietnamese Ministry of Public Security and the Lao Ministry of Public Security.
Laos' population management system is built on a digital platform, integrating basic information of the people, and connected to the geographic information system (GIS). Digitizing population data by area helps functional agencies monitor population fluctuations, check and detect duplicate and abnormal data, thereby improving the efficiency of population management and ensuring security and order.
Population data also serves planning and socio-economic development. The system is designed with high security requirements, decentralized access, activity tracking and has the ability to connect to other information systems.
In the field of citizen identification cards, the two sides continue to deploy cooperation and support in the collection of dossiers and issuance of citizen identification cards nationwide; develop utilities, electronic identification applications, population databases and chip-based citizen identification cards, serving state management and administrative reform.
Along with the Population Management and Citizen Identification System Project, the Security Command Center of the Lao Ministry of Public Security is a project supported by the Vietnamese Ministry of Public Security, to meet the requirements of working facilities and operation of the Lao Public Security force.
Next, Standing Deputy Prime Minister Pham Gia Tuc and the Vietnamese delegation offered flowers in front of the monuments to President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong at the Laos - Vietnam Friendship Park.
At the planned construction site of the Laos - Vietnam Friendship University, the Standing Deputy Prime Minister and the Vietnamese delegation surveyed and listened to reports on the preparation for starting the construction project on a land area of about 50ha, located next to the Laos - Vietnam Friendship Park.
According to the orientation, Laos - Vietnam Friendship University will operate in accordance with Lao law and relevant international treaties. The training program is expected to focus on areas suitable to Lao's practical needs. The Lao Ministry of Education and Sports is coordinating with the Vietnamese Ministry of Education and Training to develop a project to establish the school, which includes contents on facilities, training programs, teaching staff, organizational structure, governance and development roadmap; and at the same time establish a joint working group to implement cooperation contents.
