On the afternoon of September 28, the National Civil Defense Steering Committee held an online conference to deploy the work of preventing and combating storm No. 10 (storm Bualoi) with coastal provinces and cities. Deputy Prime Minister Tran Hong Ha - Deputy Head of the Steering Committee Standing Committee, Head of the Forward Command Committee, chaired the bridge at the Thanh Hoa Provincial Military Command.

The conference was attended by leaders of ministries, branches and many key localities. In Thanh Hoa, there were Chairman of the Provincial People's Committee Nguyen Hoai Anh; Major General Doan Xuan Vuong, Political Commissar of Military Region 4, Vice Chairman of the Provincial People's Committee Mai Xuan Liem and representatives of relevant departments and branches.
According to the report, the center of storm No. 10 is currently in the sea area of Quang Tri - Da Nang with winds of level 12, gusts of level 15. It is forecasted that from the evening to the end of the night of September 28, the wind on the mainland of Thanh Hoa - Bac Quang Tri will gradually increase to level 8-9, near the storm center level 10-12, gusting to 14. The time of storms on land is about 6-8 hours (from 6:00 p.m. on September 28 to 2:00 a.m. on September 29). This is a storm with a very fast speed of movement, strong intensity, wide range of influence, potential risk of strong winds, heavy rain, floods, landslides and coastal flooding.
The initial impact of the storm caused heavy rain in many provinces and cities such as Thanh Hoa, Nghe An, Hue, Da Nang, some areas of the Northern Delta and Southern Phu Tho, increasing the risk of flooding and flash floods. Localities have instructed 67,970 vehicles with 286,677 workers to safe shelters; 11 provinces and cities from Quang Ninh to Quang Ngai to implement the sea ban; from Ninh Binh to Hue to evacuate 4,694 households with 11,177 people in dangerous areas.
As of 11am on September 28, 4 people have gone missing, 76 houses have had their roofs blown off, 3 temporary bridges have been washed away and many roads in Thanh Hoa, Nghe An, Quang Tri, Hue are flooded.
At the conference, Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem said that the locality has called on all ships to take shelter, evacuate households in the danger zone to safe places; mobilize police, army and local forces to speed up the progress of harvesting rice and crops during the crop season, be ready to operate irrigation pumping stations, and protect the dyke system. More than 4,920 officers, soldiers and many vehicles were mobilized to be on duty.
Concluding the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the proactiveness of localities, but noted that storm No. 10 was strong, moved quickly, made landfall at night and passed through areas that were damaged by storms No. 3, No. 5 and floods. He requested that provinces absolutely not be subjective, assign "clear people, clear work, clear responsibilities", urgently review response scenarios, resolutely evacuate people in dangerous areas, do not let people return to cages and aquaculture areas when unsafe.
The Deputy Prime Minister also requested ministries and branches to closely monitor the circulation after the storm, promptly warn of dangerous weather, check dams, maintain communication and power grids, ensure response and overcoming of consequences.
