On the afternoon of September 27, the Office of the National Civil Defense Steering Committee said that, implementing the Prime Minister's Official Dispatch No. 173/CD-TTg dated September 26 on focusing on emergency response to storm No. 10, minimizing damage to people's lives and property and the state, on September 27, the Ministry of National Defense issued Official Dispatch No. 6113/CD-BQP requesting agencies and units to proactively mobilize forces and means to deploy the response to storm No. 10 at the highest level.
The Border Guards (BDBP) of the coastal provinces and cities from Quang Ninh to Lam Dong have coordinated with localities, families of ship owners and captains to notify, count, and guide 67,970 vehicles/286,677 people who know the developments and direction of Storm BUALOI (storm No. 10) to proactively move around and escape from the danger zone.
Of which, operating in the Hoang Sa Special Zone: 35 ships/302 people; operating in coastal areas from Thanh Hoa to Da Nang: 62 ships/292 people; operating in other areas: 11,707 ships/46,680 people; anchored at ports: 56,166 ships/239,430 people. Vehicles that have received warning information and are moving around the bypass; no vehicles are located in the direction of movement or in the area affected by the Storm.
The entire army maintains 344,413 officers and soldiers (CBCS). Of which, the army: 111,008 people; the militia: 233,405 people. The entire army also maintains 8,166 vehicles of all kinds. In which, cars: 4,991; trains: 495; boats, canoes: 1,950; special vehicles: 724; airplanes: 6.
On September 27, the Department of Rescue - Rescue joined the working delegation of the Ministry of National Defense led by Senior Lieutenant General Huynh Chien Thang - Deputy Chief of the General Staff of the Vietnam People's Army - to inspect the response to storm No. 10 in provinces in Military Region 4.
At 4:00 p.m. on September 27, the center of storm BUALOI (storm No. 10) was at about 15.4 degrees North latitude - 113.0 degrees East longitude, about 170km southeast of Hoang Sa Special Zone, about 520km east-southeast of Da Nang. The strongest wind near the storm center is level 12 (118-133km/h), gusting to level 15. Moving in the West Northwest direction at a speed of 30-35km/h.
