On February 13, according to Lao Dong reporter's investigation, the Central Party Secretariat has just issued Decision No. 1828-QDNS/TW approving: "Comrade Truong Quang Hoai Nam, Deputy Head of the Central Commission for External Relations, retires early from February 1".

This is one of the first Deputy Minister-level officials who voluntarily expressed their wishes and was approved by the Secretariat to retire early (4 years, 9 months) during the process of restructuring the state apparatus.

Speaking to the press, Mr. Truong Quang Hoai Nam said that he was thoroughly informed and deeply aware of the importance of this innovation and restructuring of the organizational apparatus according to Resolution 18-NQ/TW of the Central Committee.

At the end of November 2024, he submitted a request to the leaders of the Central Commission for External Relations, requesting that in the process of developing a plan to rearrange the organization and personnel, he be placed on the list of people who would retire early according to the instructions of the Central Organizing Committee and the Ministry of Home Affairs.

On January 3, after the Central Commission for External Relations submitted the Arrangement Project, he submitted a request to the Secretariat for early retirement according to Decree 178. On January 8, the Central Commission for External Relations submitted a report to the Secretariat regarding this matter and on January 17, the Secretariat issued a Decision.

Mr. Truong Quang Hoai Nam was born in 1967, from Quang Tri. He used to hold the position of Director of the Market Management Department, Ministry of Industry and Trade.

On April 3, 2014, the 8th term of Can Tho City People's Council elected Mr. Nam as Vice Chairman of Can Tho City People's Committee. In July 2020, Mr. Truong Quang Hoai Nam was mobilized and appointed by the Secretariat to hold the position of Deputy Head of the Central Commission for External Relations.

On January 24, 2025, the 13th Party Central Committee issued Conclusion No. 121-KL/TW on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

According to Conclusion No. 121-KL/TW, the Party Central Committee approved a plan to streamline the organizational apparatus of Party agencies:

End the operation of the Central Commission for External Relations, transfer related functions and tasks to the Ministry of Foreign Affairs and the Party Committee of the Ministry of Foreign Affairs. End the operation of the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc. End the operation of the Party delegations and Party executive committees at the Central level; at the provincial level.

Establish 4 Party Committees directly under the Central Party Executive Committee, including: Party Committees of Central Party agencies; Party Committee of the National Assembly; Party Committee of the Government; Party Committee of the Fatherland Front and Central mass organizations.

Merge the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department. Add some new functions and tasks and rename the Central Economic Department into the Central Policy and Strategy Department.
