The Prime Minister has just issued Decision No. 759/QD-TTg approving the Scheme on arranging and reorganizing administrative units at all levels and developing a model of two-level local government organizations (projects).

Arranging and reorganizing the current administrative units of communal levels in the direction of abandonment of intermediaries (district level), forming new communal administrative units, including communes, wards and special zones (no longer the type of administrative unit of city in provinces and cities of centrally -run cities, towns, districts and towns).
The communal administrative unit after arranging must ensure that the local authorities at the commune level effectively manage the area, firmly grasp the situation, close to the people, close to the people and serve the best people.
In case of arranging ward with administrative units of the same level, the post -arrangement unit is ward; In case of arrangement of communes and towns, the new administrative unit after arranging is the commune.

Accordingly, 11 special zones in the province from the island district (11 island districts, including: Van Don, Co To, Cat Hai, Truong Sa, Hoang Sa, Phu Quy, Kien Hai, Bach Long Vi, Con Co, Ly Son, Con Dao).

It is not required to arrange for communal administrative units with a separate position and difficult to organize transportation connected with adjacent administrative units or have a particularly important position affecting national defense, security and national sovereignty protection.
The total number of administrative units of communes and wards after arranging decreases by about 60-70% compared to the current number of administrative units at the current commune level in the province or city directly under the Central Government.
At the same time, it is necessary to ensure a reasonable correlation, avoiding creating a large distance and difference in natural area and population size between new communes and wards after arrangement.
