Accordingly, the Provincial People's Council agreed on the policy of merging Dak Lak and Phu Yen provinces into a new province, named Dak Lak province, with a natural area of 18,096.40 km2 and a population of about 3,346,853 people. The new provincial administrative-political center is located in the current Dak Lak province.
At the meeting, the People's Council of Phu Yen province also passed a Resolution on the policy of arranging commune-level administrative units in 2025; Resolution to change the name of 1/4 Square (Tuy Hoa City) to Phu Yen Square; at the same time, named Road No. 14 (from Doc Lap intersection to Nguyen Tat Thanh Avenue intersection) as 1/4 Street.
After the arrangement, Phu Yen province still has 34 commune-level administrative units (including 27 communes and 7 wards), a decrease of 72 units compared to the present.

Tuy Hoa City is currently arranged with 3 wards including Tuy Hoa, Phu Yen and Binh Kien. Of which, Phu Yen ward has a natural area of 44.04km2, a population of 61,799 people; established on the basis of merging Phu Dong, Phu Lam, Phu Thanh wards (Tuy Hoa city) and Hoa Thanh commune (Dong Hoa town).
At the same time, adjust to merge part of Ut Lam quarter (Hoa Hiep Bac ward, Dong Hoa town); adjust to merge part of Phu Nong village (Hoa Binh 1 commune, Tay Hoa district) - the area east of the North - South expressway.
Song Cau town still has 5 commune-level administrative units, including: Xuan Dai ward, Song Cau ward, Xuan Tho commune, Xuan Canh commune and Xuan Loc commune.
Dong Hoa town still has 3 commune-level administrative units, including: Dong Hoa ward, Hoa Hiep ward, Hoa Xuan commune.
Tuy An district still has 5 commune-level administrative units, including: Tuy An Dong commune, Tuy An Tay commune, Tuy An Nam commune, Tuy An Bac commune and O Loan commune.
Phu Hoa district still has 2 commune-level administrative units, Phu Hoa 1 commune and Phu Hoa 2 commune.
Tay Hoa district still has 4 commune-level administrative units, including: Tay Hoa commune, Hoa Thinh commune, Hoa My commune, Son Thanh commune.
Son Hoa district still has 4 commune-level administrative units, including: Son Hoa commune, Van Hoa commune, Tay Son commune, Suoi Trai commune.
Song Hinh district still has 4 commune-level administrative units, including: Ea Ly commune, Ea Ba commune, Duc Binh commune, Song Hinh commune.
Dong Xuan district still has 4 commune-level administrative units, including: Xuan Lanh commune, Phu Mo commune, Xuan Phuoc commune, Dong Xuan commune.
At the meeting, Secretary of the Provincial Party Committee, Chairman of the People's Council of Phu Yen Cao Thi Hoa An requested that the Provincial People's Committee urgently completed the dossier and submitted to the competent authorities for approval in accordance with regulations; proactively coordinate closely with the People's Committee of Dak Lak province, the Ministry of Home Affairs and central agencies to complete the records. At the same time, organizing extensive, easy -to -understand and easy -to -receive propaganda, helping people and voters are aware of the practical benefits of the arrangement of administrative units at the provincial and commune levels.
