At the national dissemination conference this morning (December 1), Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee - presented the main and key contents of the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
Head of the Central Organizing Committee Le Minh Hung presented the main contents and focus of the implementation of the summary of Resolution 18.
Accordingly, the Politburo decided to establish a Steering Committee to summarize the implementation of Resolution 18, consisting of 29 members, headed by General Secretary To Lam.
The Politburo determined that summarizing Resolution 18 and arranging and perfecting the organization of the political system to be streamlined and operate effectively and efficiently is an especially important task, a revolution in streamlining the organization of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system.
Regarding Party committees and organizations, Mr. Le Minh Hung said that he would study and propose ending the activities of the National Assembly Party Delegation, establishing a National Assembly Party Committee directly under the Central Committee, including Party organizations in agencies under the National Assembly, the State Audit Office, and the Office of the President; having a specialized agency to advise and assist at the National Assembly Agency. In addition to the functions and tasks of the Party Committee directly under the Central Committee, the National Assembly Party Committee also includes the functions and tasks of the Party Delegation as at present; comprehensively leading and directing the activities of the National Assembly and its subordinate Party Committees.
The National Assembly Party Committee consists of: the Executive Committee, the Standing Committee, the Secretary, and the Deputy Secretary of the Party Committee; the Standing Committee of the Party Committee includes the Chairman of the National Assembly as Secretary, the Vice Chairmen of the National Assembly, a number of members of the Standing Committee of the National Assembly, and may assign one full-time Deputy Secretary; the Politburo appoints the personnel of the Executive Committee, the Standing Committee, the Secretary, and the Deputy Secretary of the Party Committee, and stipulates that the Standing Committee of the National Assembly Party Committee performs the functions and tasks like the current National Assembly Party Delegation.
End the activities of the Party Executive Committee, establish the State Audit Party Committee under the National Assembly Party Committee (similar to the Party Committees of ministries and ministerial-level agencies).
For agencies of the National Assembly and the Standing Committee of the National Assembly:
Research and propose merging and terminating the operations of a number of agencies of the National Assembly and the National Assembly Standing Committee in the following direction:
Merge the Economic Committee and the Finance and Budget Committee.
Merge the Social Committee and the Cultural and Educational Committee.
Merge the Judiciary Committee and the Law Committee.
End the activities of the Foreign Affairs Committee; transfer tasks to the Ministry of Foreign Affairs, the National Assembly committees and the National Assembly Office.
Research on converting the People's Petition Committee into the Supervisory and People's Petition Committee.
Research on streamlining the model of Secretary General, Deputy Secretary General and the National Assembly Secretariat; research on transferring specialized departments of the National Assembly Office to be directly under the National Assembly Committees and departments of the National Assembly Standing Committee.
End the operation of the Institute of Legislative Studies, transfer its functions and tasks to relevant agencies of the National Assembly and the National Assembly Standing Committee.
Research to end the operation of National Assembly Television, transfer related functions and tasks to Vietnam Television; the National Assembly is responsible for leading and directing the arrangement and streamlining of the organization and staff.
There are no permanent members or full-time members assigned to the Council of Nationalities and the National Assembly Committees; the National Assembly Committees have a chairperson, vice chairperson, and full-time National Assembly deputies.
Implementing this plan, reduce 4 National Assembly Committees and 1 agency under the National Assembly Standing Committee.
