This morning (December 1), the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.
Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee - presented the main contents and focus of the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
Regarding the plan to rearrange and reorganize ministries, ministerial-level agencies, and agencies directly under the Government, Mr. Le Minh Hung said:
Research and propose to merge and terminate the operations of a number of ministries, ministerial-level agencies, and agencies directly under the Government in the following direction:
Merge the Ministry of Planning and Investment and the Ministry of Finance.
Merge the Ministry of Transport and the Ministry of Construction
Merge the Ministry of Information and Communications and the Ministry of Science and Technology to perform state management tasks on science and technology and digital transformation; transfer some other tasks to the Ministry of Culture, Sports and Tourism, Education and Training and related agencies.
Merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to perform state management tasks on agriculture and natural resources and environment; transfer some other tasks to relevant ministries and agencies.
End the operation of the Ministry of Labor, War Invalids and Social Affairs, transfer tasks to the Ministry of Home Affairs, Ministry of Education and Training, Ethnic Committee, and relevant agencies.
End the operation of the State Capital Management Committee at enterprises, transfer tasks to the Ministry of Finance, specialized ministries and relevant agencies.
End the operation of the National Financial Supervisory Committee of Vietnam, transfer the tasks to the Ministry of Finance, the State Bank of Vietnam and relevant agencies.
Transfer the Government Committee for Religious Affairs to the Ethnic Committee, establish the Ethnic and Religious Committee.
Research and propose the arrangement of 2 science academies and 2 national universities to ensure efficiency and promote research and training tasks.
Research on the arrangement of the National Academy of Public Administration towards merging into the Ho Chi Minh National Academy of Politics.
Research and propose to end the model of General Departments under the Ministries, first of all, to rearrange units such as the State Treasury, General Department of Taxation, General Department of Customs, Vietnam Social Security, General Department of Civil Judgment Enforcement, General Department of Market Management, State Bank branches in provinces and cities, etc.; continue to consider rearranging the organizational model of some internal units of ministries, ministerial-level agencies, and government agencies in the direction of streamlining, effective and efficient operations.
Study to end the operations of News Television, VOV Television, VTC Television, transfer related functions and tasks to Vietnam Television; The Government directs Vietnam News Agency, Voice of Vietnam and related agencies to be responsible for implementing the arrangement and streamlining of organizational structure and staffing.
Focus on building Vietnam News Agency as a national news agency, Voice of Vietnam as a national radio station, focusing on print, electronic and spoken newspapers (VOV) to carry out political tasks, with the state budget ensuring expenditure for activities. Research on restructuring Vietnam Television to ensure good performance of the tasks of a national television station, with appropriate specialized channels.
Continued research on the arrangement of press agencies of ministries and branches.
Review all activities of the steering committees towards ending their activities, keeping only the steering committees with necessary functions and tasks.
Implementing this plan will reduce at least 5 ministries and 2 agencies under the Government.
