The plan to increase the base salary in 2026 is being finalized by the Ministry of Home Affairs, taking opinions and appraising before submitting it to the Government for consideration and decision.

On the afternoon of April 28, at the Q1 2026 press conference organized by the Ministry of Home Affairs, Deputy Director of the Department of Salary and Social Insurance (Ministry of Home Affairs) Nguyen Duy Cuong provided information related to the draft Decree adjusting the base salary.

Mr. Nguyen Duy Cuong said: Implementing the assignment of the Government and based on Conclusion No. 83, Conclusion No. 206 of the Politburo, the Ministry of Home Affairs has coordinated with ministries and sectors to develop a draft Decree stipulating the basic salary level for cadres, civil servants, public employees and armed forces.

According to the draft, from July 1, 2026, the base salary is expected to be adjusted to increase from the current 2.34 million VND/month to 2.53 million VND/month, equivalent to an increase of about 8%.

Regarding the basis for building this adjustment plan, according to Mr. Nguyen Duy Cuong, the Government Party Committee has reported and the Politburo has agreed on the policy of adjusting the base salary from July 1, 2026, increasing from 2.34 million VND/month to 2.53 million VND/month.

Currently, the Ministry of Home Affairs has coordinated with ministries and sectors to complete the draft Decree and send it to the Ministry of Justice for appraisal. On April 24, the Ministry of Justice held an appraisal meeting for this draft.

Based on the appraisal opinions of the Ministry of Justice, the Ministry of Home Affairs will continue to complete the draft Decree to report and submit to the Government for consideration and promulgation, ensuring timely effective date from July 1, 2026.

Over the past time, the Department of Home Affairs has focused on perfecting the institution on management of cadres, civil servants, and public employees with many important new points, creating clear changes in improving the quality of the team, especially perfecting regulations on civil servant job positions.

The Ministry of Home Affairs also focuses on advising the Government to continue building and perfecting institutions on organizational structure, creating a foundation for innovation, streamlining and improving operational effectiveness and efficiency; building a report on the results of implementing the staff streamlining policy to have a basis for reporting to competent authorities to assign staff in 2026 and the next period.

This agency also said that it will continue to review and improve the construction and management of job positions in the political system; linking the approval of job positions in agencies, administrative organizations and public non-business units with restructuring, improving the quality of staff and implementing staff streamlining.

Another key content is aimed at by the Ministry of Home Affairs in performing the task of being the standing agency for administrative reform of the Government, helping the Government effectively implement the Key State Administrative Reform Plan for the period 2026 - 2030.

The Ministry of Home Affairs affirmed that it will continue to implement the contents of salary policy reform according to the conclusions of the Politburo. Complete the preliminary review report on the implementation of Resolution No. 27 on salary policy reform and Resolution No. 28 of the Central Government on social insurance policy reform.
