The new Bai Chay ward was established on the basis of merging the original area and population of the two wards of Bai Chay and Hung Thang, old Ha Long city.

In the 2025-2030 term, the Bai Chay Ward Party Committee aims to build Bai Chay as an ecological, beautiful, civilized, affectionate ward, a high-quality, smart, modern tourism - service center, the core of the national and international tourism urban chain.
The Congress heard the announcement of the decisions of the Standing Committee of the Quang Ninh Provincial Party Committee on appointing members of the Executive Committee, Standing Committee, Party Committee Secretaries, Deputy Party Committee Secretaries; Chairman of the Inspection Committee, Deputy Chairman of the Inspection Committee of the Bai Chay Ward Party Committee, term 2025-2030.
Accordingly, the Ward Party Committee Executive Committee consists of 27 members, the Standing Committee of the Ward Party Committee consists of 9 comrades; the Ward Party Committee Inspection Committee consists of 5 members. The Party Committee's Secretary is Mr. Nguyen Hoang Quy; the Deputy Secretaries of the Party Committee are Ms. Dinh Thi Nhung and Mr. Tran Manh Hung.
After Bai Chay ward, the next communes and wards will hold party congresses, which are Cam Pha ward and Tien Yen commune.
These are 3 commune-level administrative units selected by Quang Ninh province to organize commune-level party congresses to learn from the experience of organizing party congresses for the remaining 51 commune-level administrative units in the whole province.
