On the afternoon of July 22, the weather in Pho Hien ward, Nam Son ward, Hong Chau ward (Hung Yen province) gradually stabilized after storm No. 3 (Wipha) weakened. The weather is dry, no rain, light winds blowing in waves.
People have started to go out to work, buy and sell, and return to normal life. Some streets have seen larger traffic volumes than when the storm made landfall.
However, due to the influence of strong winds on the night of July 21 and early morning of July 22, on many inner-city roads, there were still broken branches, some tree trunks tilted or knocked down to the roadside. Along with that is the phenomenon of garbage and leaves being blown away by the wind, obstructing traffic.

Functional forces, militia, and youth union members of the wards have been mobilized to clean up and collect tree branches, ensure safe traffic and clean the urban environment.
Currently, local authorities continue to monitor weather developments, advise people to be careful when traveling, avoid traveling under large trees and proactively check to reinforce roofs, signs, and items at risk of being knocked down by the wind.

According to the National Center for Hydro-Meteorological Forecasting, at 11:00, the center of the storm was at about 20.1 degrees North latitude; 106.2 degrees East longitude, on the mainland of Hung Yen-Ninh Binh provinces. The strongest wind near the storm center is level 8 (62-74km/h), gusting to level 10; moving in the West Southwest direction at a speed of 10-15km/h.

On the afternoon of July 22, coastal areas from Quang Ninh to Nghe An will have strong winds of level 6-7, near the storm center level 8, gusting to level 10; deep inland areas of Hai Phong, Hung Yen, Bac Ninh, Hanoi, Ninh Binh and Thanh Hoa provinces/cities will have gusts of level 6-8. Level 8 winds can break tree branches and blow off roofs, causing damage to houses.
