On February 25, Senior Lieutenant General Nguyen Van Hien - Member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Steering Committee of the Ministry of National Defense on science and technology (S&T) development, innovation (I&T), digital transformation (CDS), implementation of Project 06 and administrative reform (AC) - chaired working sessions with agencies and units on the preparation of conferences to thoroughly grasp and implement 2026 plans on S&T, I&T, CDS development, implementation of Project 06 and AC.
At the working session, representatives of agencies and units reported on the results of preparing content and programs; coordination between relevant agencies and units; expected composition, time, and form of organizing conferences to thoroughly grasp and implement 2026 plans on S&T, innovation, and telecommunications development, implementation of Project 06 and administrative reform.
Accordingly, the preparation work has basically been completed according to the plan. The draft content, program, and central reports have been developed; coordination between agencies and units has been tightly implemented.
The conference is expected to be organized in a direct combined online form with 50 bridge points throughout the army, the central bridge point is located at Command 86.

At the conference, opinions focused on discussing and clarifying the goals, requirements, and key contents to be thoroughly grasped; proposing organizational measures to ensure tightness, suitability, practicality, and effectiveness.
Concluding the working session, Senior Lieutenant General Nguyen Van Hien requested agencies and units to continue to complete the content of reports, operating scenarios and conference program.
Senior Lieutenant General Nguyen Van Hien agreed on the policy of building a video center report with a duration of about 20 minutes, in which it clearly states the characteristics of the situation, achieved results, shortcomings, limitations and causes, as a basis for proposing solutions to overcome them.
Senior Lieutenant General Nguyen Van Hien also requested to develop a specific plan to assign opinions expressed at the conference, focusing on deeply analyzing the shortcomings and limitations in the previous year, clearly defining responsibilities and remedial measures, creating substantive changes in 2026; ensuring that the conference is organized seriously, quality, and effectively, meeting the requirements of tasks in the new situation.
